Afterwards, he said, he tried to reach Dos Santos in New York but couldn't so he left word with the DEA answering service. He said Dos Santos did not return his call (p. 50).

Peroff said he made these calls from the Chabots' phone. He said he identified the Bouchard calls as conversations No. 2 and 3 (p. 51).

THE JULY 8 CALL TO BOUCHARD

Peroff said that on July 8, Dos Santos did call him. Dos Santos explained that he was busy with another investigation but would call him the next day. Peroff said Dos Santos indicated he knew of the July 6 Bouchard conversation and of the references to Robert Vesco (p. 50).

Peroff said he told Dos Santos that he wanted to call Bouchard again but that he did not have access to a phone. Peroff did not say in this testimony from where he was making this call. Peroff said that Octavio Pinol came to his apartment at 7 or 8 o'clock that evening and drove him to the San Juan DEA office where he was allowed to place the call to Montreal. Peroff said he carried his tape recorder and tapes in a brown paper bag (pp. 50, 51).

Peroff said that at DEA offices he turned over to Pinol the tape with conversations No. 2 and 3, the recording of the Bouchard discussions of July 7 (p. 51). Peroff retained tape No. 1.

It was 11 p.m. when he finally reached Bouchard, Peroff said. The tape of this conversation of July 8, 1973-what Peroff identified as No. 4-was received as evidence at the hearings. The conversation is important, for in it Bouchard told Peroff that the planning meeting had been held and that Peroff was to go to Costa Rica and pick up $300,000 from Norman LeBlanc. The reference to LeBlanc was veiled. Bouchard referred to him as the man with the "French name . . . the partner of the other one," the "other one" being Vesco.

Bouchard told Peroff that an unnamed individual was expected to arrive in Canada from Costa Rica within a day or two. Upon this individual's arrival, Peroff would be given a password. Peroff would give the password to LeBlanc in Costa Rica and LeBlanc would give Peroff the money.

Bouchard told Peroff that he was to fly into Costa Rica in his private jet. Then, Peroff was to meet Bouchard, either in Canada or Europe.

Fleeing Canada-or at least going overseas in connection with the heroin deal-seemed to be very much on Bouchard's mind. While talking about the proposed drug transaction, Bouchard also spent a considerable amount of time questioning Peroff about getting a fake passport.

BOUCHARD. Hello.

PEROFF. Hello, can you hear me?

BOUCHARD. Hello.

PEROFF. I hear you, Connie.

BOUCHARD. Yeah, hi.

PEROFF. They can't hear me. Will you ring them back again?

OPERATOR. Surely, one minute, please.

BOUCHARD. Hello.

PEROFF. Yes.

BOUCHARD. I couldn't hear at all.

PEROFF. At the beginning, I couldn't hear you but now I hear you good.

BOUCHARD. Something is wrong with the phone. I hear you, you're very far.

PEROFF. I am, I'm calling from a long way.

BOUCHARD. Yeah?

PEROFF. Yeah.

BOUCHARD. How's business?

PEROFF. Well, you know, I'm breaking my ass, man, for food money.

BOUCHARD. Yeah.

PEROFF. You ain't kidding.

BOUCHARD. How's the machine?

PEROFF. Same situation, it can be available.

BOUCHARD. Yeah, good.

PEROFF. Everything look good?

BOUCHARD. Yes, I told you

PEROFF. You had a meeting?

BOUCHARD. I told you I had a meeting. I had that meeting. I just came in maybe half an hour ago.

PEROFF. Yeah.

BOUCHARD. And I mentioned you a name there, French

name.

PEROFF. I don't remember

BOUCHARD. And the place where you've been about a month and a half ago.

PEROFF. Right.

BOUCHARD. Costa?

PEROFF. Yeah, right.

BOUCHARD. Okay, remember the name I mentioned to you? PEROFF. Uh

BOUCHARD. French name.

PEROFF. It began with

BOUCHARD. The other one

PEROFF. Yeah, I think I do.

BOUCHARD. Uh-huh.

PEROFF. Not the American name, right?

BOUCHARD. Well, he's a partner with the other one.

PEROFF. It will be, I need, you know, I need to do about three or four hours work on them, that's all. In other words, when I get, I gotta get those things from you, you know? BOUCHARD. Okay, you need a couple of things.

PEROFF. Just one.

BOUCHARD. Okay, you need, how many?

PEROFF. Just one.

PEROFF. Yeah.

BOUCHARD. Well, I mean, didn't you tell me you could get

a couple of them?

PEROFF. I only had, I only brought one. I probably could get another one from another place, you know I could pick it up.

BOUCHARD. From another place?

PEROFF. I could probably get one.

BOUCHARD. Because my thing isn't finished, you know?
PEROFF. Right.

BOUCHARD. So, we might need a couple, you know? When can you get them?

PEROFF. Well, let me ask you a question. Can you get me a couple of bucks?

BOUCHARD. Huh?

PEROFF. Can you get me a couple of bucks right away?

BOUCHARD. I'm in-I'm not in so hot-I will take only one because I am in no good situation myself.

PEROFF. In other words, I could use a few dollars pretty good, you know-because I had to lay out cash for the, you know, it cost me almost $600 to send the guy back and forth. BOUCHARD. Oh yeah?

PEROFF. Yeah, $500 and-
BOUCHARD. Well, my-

BOUCHARD. Well, there's a big piece that came in the newspaper today on account of that, you know?

BOUCHARD. Well, it looks like the boss from the RCMP there is in with the peg leg that framed me, understand? PEROFF. Yeah.

BOUCHARD. And some people are proving now that the boss from the RCMP was in the deal with the peg leg, understand?

PEROFF. Right, it looks sort of

BOUCHARD. We got the picture from the guy with the peg leg in Acapulco and everything and now they found the $76,000 that was missed in another case-they found it that went through peg leg and this boss from the RCMP, understand?

PEROFF. Uhmum.

BOUCHARD. So this guy is in to get the beef, you know if he gets the beef, I can prove entrapment, understand?

PEROFF. So in other words your thing's going to go on for a long time yet.

BOUCHARD. I think so, but I mean, that doesn't concern me. PEROFF. Right.

BOUCHARD. I got-all to do with that, you know. It's some other guys and some other.

PEROFF. Why did they postpone it so long?

BOUCHARD. Well, because there's a lack of judge for the summer, you see?

PEROFF. I see.

BOUCHARD. Some retired, some are in vacation, some are sick, so there is a lack of judges, you know?

PEROFF. Listen, let me ask you something. If I go down there and this guy gives me the three

BOUCHARD. Yeah.

PEROFF. I can take some of it to get the machine straightened out?

BOUCHARD. Well, I think so.

PEROFF. How much can I take?

PEROFF. So, he's got to put that back-that's 17 and then I can use the difference, you know-one of the problems was the driver, remember, I didn't pay the salary.

PEROFF. You know what I mean. I want to straighten out with him a little bit.

BOUCHARD. How much was that, three?

PEROFF. Well, no, I figure 20 clears everything up, you know what I mean?

BOUCHARD. Yeah. Well, I'm going to talk to the peoplePEROFF. Maybe a little less, you know what I mean? But no more than that.

PEROFF. You know what I mean. It's got nothing to do with that. The only problem is is the bread that's left over from paper I put out, you know, checks.
