stated that he had also made a counterfeit case for the U.S. Secret Service while in Europe and that he had met SAIC llarris Martin and SAIC Frank Leyva in London, England. He also claimed that he turned over to Secret Service representatives approximately $400,000 in counterfeit currency. According to the subject, Secret Service then turned him over to Customs and BNDD because he had under world connections regarding the smuggling of narcotics.

Subject stated that he formerly lived in Rome, Italy, at Baba Gallo #16, and that he also had a residence in Puerto Rico and one somewhere in Florida. Subject stated that the main reason for his calling the White House was that he was declaring war on BNDD and Customs. Peroff stated that agents of the Bureau of Customs were attempting to have him set up and killed because he refused to act as an informant regarding a narcotics investigation in Montreal, Canada. Subject stated that Customs agents wanted him to fly' a Lear jet to a foreign country in Latin America in order to pick up narcotics. Subject stated that he was refusing to do this because he feared the agents were attempting to set him up and that it could result in his death either at the hands of the agents or at the hands of the people he was working with. Subject then made numerous statements to the effect that Customs wanted him to complete the narcotics transaction mentioned above anyway, whether or not it put his life in danger. According to the subject, the narcotics transaction was. between 100 and 200 kilog of heroin and that big people, both in Canada and the United States involved in organized crime, were playing a major role in the shipment of heroin. The subject stated that at the beginning of February he was told to set up the narcotics deal in which he was to bring $300,000 in currency from an individual in Canada, named Bouchard, and fly to an unknown Latin Arcerican country with individuals named Guiseppe Cutrone and Luis Recco. According to the subject, $50,000 was being put up by Robert Vesco and that the remainder was being put up by Mr. Lerlanc. Subject also made reference to meyer Lansky and other organized crime figures.

Subject stated that he refused because he did not feel he
was receiving enough monetary reward for placing his life
in danger. Subject stated that he had been given the
El-around by every Federal agency that he had come in
contact with and stated that the Secret Service had hardly
given him any money for working the counterfeit casa in
Europe for them. Subject stated that now. DEA was trying .
to do the same but this time it involved his family.
Peroff requested that the highest government officials
Lnvaatigate this matter because both he and his wife were
living in fear. Subject stated that he had made attempts
to contact Senators Jackson and Ervin because he wanted a
high level decision on this case, .
Subject stated that he had worked with numerous DEA agents
and that initially he had gotten along with them very well.
Subject stated that he had worked in Prierto Rico with
agents paned Octavio Pinno (phonetic) and an agent Sisburn,
who were then assigned to the Bureau of Customs. ' Peroff
stated that since the Bureau of Customs came under DEA
supervision, he had been working with new control agents
and that he was having personality clashes with these indivi-
duals. Subject stated that he was presently working with
agents named Rick DeSantis and Dennis J. Perry,
The subject stated that he had friends in high places and
that he wanted some action taken on his personal problems,
It should be noted that the subject repeatedly called the
White House during the day, July 18, 1973, He was advised
that if he wanted to bring his alleged grievance to the
attention of the White House, the most proper procedure
would be to send a letter or telegram, but he indicated ha
did not want to do this and wanted the matter handled over
the telephone
At approximately 3:00 p,m. July 18, 1973, SA Grant contacted
SAIC Harris Martin, Counterfeit Division, and requested
information regarding the subject.

SAIC Martin advised that the subject had been an informant for the Service and that he was responsible for turning over a large amount of counterfeit United States currency in Europe. SAIC Martin advised

that RA Robert Connally, Orlando, had more detailed information concerning the subject. SAIC Wartin advised that there was & possibility that there was an outstanding warrant for the subject in the Florida area. On this date, at approximately 4:52 pon., an NCIC name check was conducted on the subject, which confirmed that a warrant was outstanding for the subject by the Orange County Sheriff's Office in Orlando, Florida. At this time, RA Connally was telephonically contacted and he advised that he would contact. the Orange County Sheriff's Office in order to determine whether or not the subject was still wanted by that department. RA Connally stated that the subject was well known in the Orlando area and that he had been involved in numerous shady deals.

On July 18, 1973, RA Connally recontacted SA Grant and advised that the Orange County Sheriff's Office confirmed that a warrant was outstanding for the subject and that they were willing to extradite the subject to Orlando. RA Connally stated that the Sheriff's Office was requesting the present location of the subject in order to have him arrested. I then advised RA Connally of the subject's location. RA Connally furnished the following background information regarding Peroff: white male, dob 8w1-36, pob dlew York City, N.Y., 6'1", 200 lbs., black hair, hazel eyes, SSN 125-26-3L2Z, FBI No. 227763D.

Also on July 18, 1973, SA Peter Davis, BNDD Headquarters,
14th and I Streets, N.W., Washington, D.C., was contacted
by SA Grant and advised of the above allegations made by
the subject in reference to BNDD, Customs, and DEA.
SA Davis advised that he would attempt to contact the case
agent in this matter.

On this date SA Rick DeSantis, DEA, contacted SA Grant concerning the matter. SA DeSantis was advised of the subject's call. According to SA De Santis, the subject was presently attempting to shake down the government

is for more money in order to live the lifestyle to which

he was accustomed. It appears that the subject attempted
to have the Bureau of Customs support him and his family.
I advised Sa De Santis of the results of the MCIC hit and
of the fact that inquiry by RA Connally confirmed a warrant

for the subject waa outstanding.
z During the period July 18, 1973 through July 20, 1973,

subject mada numerous phone calls to the White House and

spoke to various agents concerning his problems with DEA. | Subject has not contactad this Division since July 1973,

to the best of SA Grant's knowledge.
