3.12 Approval of loans by the Federal land banks in excess of $25,000. Authorization is given, severally and not jointly, to P. L. Gaddis, Deputy Land Bank Commissioner, W. J. McAnelly, Deputy Land Bank Commissioner, and John A. Smith, Chief Reviewing Appraiser, to approve loans by the Federal land banks in excess of $25,000, pursuant to paragraph Seventh of section 12 of the Federal Farm Loan Act (39 Stat. 370; 12 U.S.C. 771 "Seventh"). 3.13 Approval of loans by the Federal land banks to livestock corporations. Authorization is given, severally and not jointly, to P. L. Gaddis, Deputy Land Bank Commissioner, W. J. McAnelly, Deputy Land Bank Commissioner, and John A. Smith, Chief Reviewing Appraiser, to permit, pursuant to section 12 "Sixth" of the Federal Farm Loan Act, as amended by section 18 of the Farm Credit Act of 1935 (39 Stat. 370, 49 Stat. 319; 12 U.S.C. 771 "Sixth" and Sup.), loans by the Federal land banks to corporations engaged in the raising of livestock where not all the stock of the corporation is owned by individuals themselves personally actually engaged in the raising of livestock on the farm to be mortgaged as security for the loan, but at least 75 per centum in value and number of shares of the stock of the corporation is owned by the individuals personally actually so engaged. 3.15 Authority of Deputy Land Bank Commissioners to approve retirement of capital stock of Federal land banks. Authorization is given, severally and not jointly, to each Deputy Land Bank Commissioner to approve, on such terms as any one of them shall direct, the retirement of the capital stock of Federal land banks pursuant to the provisions of section 7 of the Federal Farm Loan Act (39 Stat. 365; 12 U.S.C. 721). 3.16 Authorization of Deputy Land Bank Commissioners to sign certificates of authority. Authorization is given, severally and not jointly, to each Deputy Land Bank Commissioner to sign certificates authorizing Federal land banks to make loans to applicants

through national farm loan associations under the provisions of section 25 (b) of the Farm Credit Act of 1937 (50 Stat. 711; 12 U.S.C., Sup., 724), and authorizing and empowering said associations to do all things provided for by, and in accordance with the provisions of, said section 25 (b). 3.30 Functions, powers, authority, and duties of Intermediate Credit Commissioner. The Intermediate Credit Commissioner shall, subject to jurisdiction and control of the Farm Credit Administration, execute and perform all functions, powers, authority, and duties relative to intermediate credit and to matters incidental thereto, and to the administration of the provisions of law relative to Federal intermediate credit banks, inclusive of the functions, powers, authority, and duties previously vested in or conferred upon the Federal Farm Loan Board and/or the Farm Loan Commissioner under the provisions of law relative thereto. Arthur C. Sullivan, Deputy Intermediate Credit Commissioner, is hereby authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Intermediate Credit Commissioner, in the event that the Intermediate Credit Commissioner and Deputy Intermediate Credit Commissioner John T. Walker, Jr., are unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

Martin H. Uelsmann, Assistant Intermediate Credit Commissioner, is hereby authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Intermediate Credit Commissioner in the event that the Intermediate Credit Commissioner, Deputy Intermediate Credit Commissioner John T. Walker, Jr., and Deputy Intermediate Credit Commissioner Arthur C. Sullivan are unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause. 3.40 Functions, powers, authority, and duties of Production Credit Commissioner. K. L. Scott, Assistant Deputy Commissioner, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Production Credit Commissioner in the event that the Commissioner and Deputy Production Credit Commissioner Arnold are both unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

Verne Simmons, Assistant Production Credit Commissioner, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Production Credit Commissioner in the event that the Commissioner, Deputy Production Credit Commissioner Arnold, and Assistant Deputy Commissioner Scott are all unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

W. J. Kerlin, Assistant Deputy Commissioner, is authorized to execute and perform all functions, powers, authority, and duties pertaining to the office of Production Credit Commissioner in the event that the Commissioner, Deputy Production Credit Commissioner Arnold, Assistant Deputy Commissioner Scott, and Assistant Production Credit Commissioner Simmons are all unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause. 3.42 Authority of production credit corporation presidents to approve production credit association bylaws and amendments thereto. The president of each production credit corporation is designated the amanuensis of the Governor of the Farm Credit Administration to endorse his approval upon all production credit association bylaws which conform with Form PCA-202 and amendments thereto, the forms of which have been approved by him. 3.43 Authority of production credit corporation vice presidents to approve production credit association bylaws and amendments thereto. The vice president of each production credit corporation is designated an amanuensis with full power and authority, in the absence or disability of the president of such production credit corporation, to endorse the Governor's approval upon all bylaws which conform with Form PCA-202 and amendments thereto heretofore or hereafter approved by the Governor, and which have

3.50 Functions, powers, authority, and duties of Cooperative Bank Commissioner and Deputy Cooperative Bank Commissioners. The Cooperative Bank Commissioner shall, subject to the jurisdiction and control of the Governor of the Farm Credit Administration, execute and perform all functions, powers, authority, and duties pertaining to (a) the administration of the provisions of law relative to the Central Bank for Cooperatives and the banks for cooperatives and (b) the administration of the provisions of the Act of Congress approved July 2, 1926 (44 Stat. 802; 7 U.S.C. 451-457), generally referred to as the Cooperative Marketing Act.

J. E. Wells, Jr., Deputy Cooperative Bank Commissioner, is authorized to execute and perform the functions, powers, authority, and duties pertaining to the office of Cooperative Bank Commissioner in the event that the Cooperative Bank Commissioner is unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause.

J. D. Lawrence, Deputy Cooperative Bank Commissioner, is authorized to execute and perform the functions, powers, authority, and duties pertaining to the office of Cooperative Bank Commissioner in the event that the Cooperative Bank Commissioner and J. E. Wells, Jr., Deputy Cooperative Bank Commissioner, are both unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause. 3.60 Functions and duties of Director of the Revolving Fund. The Director of the Revolving Fund is authorized and empowered: (a) To accept or reject applications for loans from the Revolving Fund authorized by the Agricultural Marketing Act (46 Stat. 11; 12 U.S.C. 1141-1141j, and Sup.), in whole or in part, to make commitments therefor, and to perform any and all functions and duties, in accordance with law, which the Governor of the Farm Credit Administration is authorized to perform with respect to questions, matters, and things arising under the Agricultural Marketing Act, as amended, except the approval of vouchers for the disbursement of money from the Revolving Fund; and (b) to perform any and all functions and duties, in accordance with law, which the Governor of the Farm Credit Administration is authorized to perform with respect to the administration of the Act of March 3, 1932 (47 Stat. 60; 12 U.S.C. 1401-1404), relating to loans to individuals for the purpose of assisting in forming or increasing the capital stock of agricultural credit corporations, livestock loan companies, or like organizations.

The Director of the Revolving Fund will report to the Governor through Deputy Governor C. A. Stewart, who is authorized and empowered to perform any and all functions and duties which the Director of the Revolving Fund is authorized and empowered to perform, in the event the Director of the Revolving Fund is unavailable to act

3.65 Functions, powers, authorities, and duties of the Director and the Assistant Director of the Regional Agricultural Credit Division. The Director of the Regional Agricultural Credit Division of the Farm Credit Administration is authorized and empowered, subject to the jurisdiction and control of the Governor of the Farm Credit Administration, to execute and perform all functions, powers, authority, and duties which the Governor of the Farm Credit Administration is authorized to do and perform relative to all matters and things arising in connection with the administration of the regional agricultural credit corporations and the provisions of law pertaining thereto.

The Assistant Director of the Regional Agricultural Credit Division of the Farm Credit Administration is authorized and empowered to execute and perform all functions, powers, authority, and duties pertaining to the office of the Director of the Regional Agricultural Credit Division of the Farm Credit Administration in the event the Director is unavailable to act, by reason of absence from the Washington office of the Farm Credit Administration, or for any other cause. The Executive Officer of the Farm Credit Administration is authorized and empowered to execute and perform, subject to the jurisdiction and control of the Governor of the Farm Credit Administration, all functions, powers, authority, and duties pertaining to the administration of the provisions of the Federal Credit Union Act (48 Stat. 1216; 12 U.S.C. 1751-1770), as amended (including, but not by way of limitation, the approval and issuance of charters and the suspension and cancelation of charters). 3.71 Execution of Government leases by Executive Officer and/or Assistant Executive Officer.
