SIR: I have the honor to transmit herewith for the consideration of Congress a communication from the Secretary of the Navy, submitting an estimate of appropriation in the sum of $20,794.63 to pay claims which he has adjusted under the provisions of the act of December 28, 1922 (42 Stat. 1066), and which require an appropriation for their payment.

SIR: I have the honor to transmit herewith for your consideration a communication from the Secretary of the Navy submitting an estimate of appropriation in the sum of $20,794.63 to pay claims for damages to or losses of privately owned property which he has considered, ascertained, adjusted, and determined under the provisions of the act of December 28, 1922 (42 Stat. 1066).

In accordance with the provisions of the act above cited, I recommend that this estimate be transmitted to Congress.

SIR: This department has considered, ascertained, adjusted, and determined the respective amounts due claimants on account of damage to and loss of privately owned property for which men in the naval service were found to be responsible in the followingdescribed instances:

1. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $534. The corre spondence in the department indicates that the owner of the lost or damaged property is Mrs. Marie von H. Charlton, 1901 Nineteenth Street NW., Washington, D. C.

2. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $1,000. The correspondence in the department indicates that the owner of the lost or damaged property is Lieut. Commander A. M. Charlton, United States Navy, 1901 Nineteenth Street NW., Washington, D. C.

3. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $1,000. The correspondence in the department indicates that the owner of the lost or damaged property is Mrs. Elizabeth T. Jayne, 3508 Lowell Street, Washington, D. C.

4. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $1,000. 19. The owner of an automobile for loss of said automobile as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $700. 20. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $597. The correspondence in the department indicates that the owner of the damaged or lost property is Leland Harold Lance, chief pharmacist's mate, United States Navy, Naval Medical School, Washington, D. C.

21. The owner of personal property lost or damaged as a result of the disaster to the U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $41. The correspondence in the department indicates that the owner of the lost or damaged property is Mrs. C. A. Doyen (care of Lieut. F. L. Johnson, 1335 A Avenue, Coronado, San Diego, Calif.).

22. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $1,000. The correspondence in the department indicates that the owner of the lost or damaged property is Mrs. Emily E. Smith, 1727 Nineteenth Street NW., Washington, D. C.

23. The owner of personal property lost or damaged as a result of the disaster to U. S. Navy lighter No. 91 in Chesapeake Bay on October 24, 1922, $689.25. The correspondence in the department indicates that the owner of the lost or damaged property is Mrs. W. T. Fitzgerald (care of Mrs. Emily E. Smith, 1727 Nineteenth Street NW. Washington, D. C.).

24. The owner of cars for damages caused to said cars as a result of the sinking of Pennsylvania carfloat No. 35 at Thirty-seventh Street, Brooklyn, N. Y., on January 9, 1919, $987.68. The correspondence in the department indicates that the owner of the damaged cars is the New York Central Railroad Co., Grand Central Terminal, New York City.

In all, $20,794.63.

I have the honor to request that the amounts found due the claimants as above set forth be reported to the Congress for payment in accordance with the provisions of the act of December 28, 1922, Public No. 375, Sixty-seventh Congress (42 Stat. 1066).

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the District of Columbia for the fiscal year ending June 30, 1923, amounting to $1,000.

The details of this estimate, the necessity therefor, and the reason for its submission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.
