SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Department of the Interior for the fiscal year ending June 30, 1923, for printing and binding, Patent Office, $54,000.

The details of this estimate and the reason for its submission at this time are set forth in a letter of the Director of the Bureau of the Budget, transmitted herewith.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Department of the Interior for the fiscal year ending June 30, 1923, for printing and binding, Patent Office, $54,000.

The details of this estimate and the reason for its submission at this time are set forth in a letter of the Director of the Bureau of the Budget, transmitted herewith.

SIR: I have the honor to submit herewith for your consideration, and upon your approval for transmission to Congress, a supplemental estimate of appropriation for printing and binding for the Patent Office, Department of the Interior, for the fiscal year ending June 30, 1923, amounting to $54,000.

Printing and binding for the Patent Office: For printing the weekly issue of patents, designs, trade-marks, prints, and labels, exclusive of illustrations; and for printing, engraving, illustrations, and binding the Official Gazette, including weekly, bimonthly, and annual indexes...

This estimate is in addition to the estimate of $55,000 presented to Congress January 30, 1923, published in House Document No. 536. The necessity for requesting this further appropriation of $54,000 arises in part from the fact that the number of patents issuing is materially increasing. The Commissioner of Patents, in a letter dated February 26, 1923, states that in the month of February alone the increases have amounted to 10 per cent. In addition to this, the Public Printer, under the authority contained in the act approved March 20, 1922 (42 Stat. 435), is empowered to call upon the Patent Office for payment in advance of all or part of the estimated cost of the printing and binding work ordered during the fiscal year 1923. The printing of three of the July, 1923, weekly issues of patents, designs, trade-marks, etc., namely, the issues of July 3, 10, and 17, is of necessity ordered during the month of June, 1923, so that it is essential that funds be made available under the 1923 appropriation to cover the estimated cost of this work.

The amount of money expended under this appropriation is beyond the control of the Patent Office, depending entirely upon the number of final fees received which precede the issuance of the patents. Any excess of appropriation not utilized must necessarily be returned to the Treasury. The fees received for these documents more than offset the cost of their printing, so that the additional appropriation of $54,000 requested in the estimate herewith will not constitute a drain upon the Treasury.

Your approval of this estimate is recommended.

The details of this estimate, the necessity therefor, and the reason for its submission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.
