STATE BOARD OF HEALTH
YEARS ENDING DECEMBER 31st, 1881, 1882, 1883.
THIRD ANNUAL REPORT
STATE BOARD OF HEALTH.
TO THE READER.
In the preparation of this report, I have endeavored to obey both the spirit and letter of the law concerning the duties of the State Board of Health, namely:
The Board shall take cognizance of the interests of the life and health of the inhabitants of the State, and shall make, or cause to be made, sanitary investigations and inquiries respecting the causes of diseases, especially of endenics and epidemics and the means of prevention, the sources of mortality, and the effects of localities, employments, habits and circumstances of life on the public health. They shall also investigate the causes of diseases ocurring among the stock or domestic animals in the State, the methods of remedying the same, and shall gather information in respect to these matters and kindred subjects for diffusion among the people.
Many thanks are hereby heartily acknowledged to Dr. R. J. Farquharson, Secretary of the State Board of Health of Iowa, for the loan of the illustrations accompanying the valuable paper on VENTILATION by Dr. Justin M. Hall, member of the State Board of Health of Iowa; to Dr. Henry B. Baker, Secretary of the State Board of Health of Michigan, and to Messrs. P. Blakiston, Son & Co., publishers, Philadelphia, for the illustrations How to TREAT THE DROWNED; and to Dr. J. T. Reeve, Secretary of the State Board of Health of Wisconsin, for special favors.
I have tried to perform my duty faithfully to the Medical Profession and to the State of West Virginia, and have no apologies to offer for the style of the work herewith given to the public for its judgment.
JAMES E. REEVES, M. D.
