SIR-In compliance with the law establishing a State Board of Health and Regulating the Practice of Medicine and Surgery, I have the honor to present to you my THIRD ANNUAL REPORT, in which is contained a complete record of the work of the Board from its organization to the present, together with sundry statements, papers and reports of general interest to the people.

AN ACT to establish a state board of health, and regulating the practice of medicine and surgery.

[Passed March 8, 1881.]

Be it enacted by the Legislature of West Virginia :
