AUDITOR-GENERAL'S REPORT FOR 1954-55

Mr. Speaker: I present the Report of the Auditor-General under Article 71 (2) of the Ceylon (Constitution and Independence) Orders in Council, 1946 and 1947, on the 1954-55 Appropriation Accounts (published in Sessional Papers VIII and IX of 1956)-Accounts of the Government of Ceylon for the Financial Year 1954-55 Part II, Sections I and II.

ORAL ANSWERS TO QUESTIONS Disturbances in City of Colombo on

5th and 6th June, 1956

1. Mr. Mohamed Ali asked the Prime Minister and Minister of Defence and External Affairs: (a) How

many members of the public were injured as a result of the disturbances that took place within the City of Colombo on June 5th and 6th, 1956? (b) How many shops were looted and what is the extent of the damage caused in each case? (c) How many people were taken into custody on these two days? (d) Will he consider giving compensation to all those who suffered as a result of the disturbances ?

The Hon. S. W. R. D. Bandaranaike (Prime Minister): (a) 87. (b) 43. The extent of the damage has not yet been assessed. (c) 113. (d) This matter will be considered.

Hospital Clerical Servants :
Incremental Credit

2. Mrs. Vivienne Goonewardene asked the Minister of Finance: (a) Is he aware that temporary clerks who were absorbed, after a competitive examination, into the Hospital Clerical Service, have been denied the incremental credit for army service and temporary service which they had enjoyed up to that time; while those who failed in this examination and were taken into the Quasi-Clerical Service continue to enjoy these rights ? (b) As the Treasury has sanctioned the payment of incremental credit in respect of army and temporary service to all Government servants, will he take steps to see that the Hospital Clerks are granted the same right with retrospective effect?

The Hon. Stanley de Zoysa (Minister of Finance): (a) Incremental credit is not given for both war serfor war service or temporary service, vice and temporary service but only

whichever is more favourable to the officer. The scheme for absorption of temporay clerks to the QuasiClerical Service provided for the payment to these officers of the salaries they drew immediately before absorption. (b) The Treasury has not sanctioned payment of incremental credit in respect of both war service and temporary service to all Government officers.

Hospital Clerical Service :
New Salary Scales, Etc.

3. Mrs. Vivienne Goonewardene asked the Minister of Finance: (a) Is he aware that the new salary scales in respect of the clerks in the Hospital Clerical Service, which came into effect as from 1st April, 1955, were in fact not implemented until 22nd June, 1955, and as a result these clerks were deprived of incremental credit for a period of 3 months and 12 days and that these clerks work from 8 A.M. to 5 P.M. daily, including Saturdays and Public Holidays, without lieu leave for working on Public Holidays? (b) Will he take steps to see that the Hospital Clerks are granted the same rights and privileges as are given to other Government servants with regard to: (i) salary on conversion, (ii) hours of work, and (iii) leave?

The Hon. Stanley de Zoysa: (a) The revised salary scales were brought into effect from April 1, 1955. Instructions for the payment of sala

ries on the revised scales with effect from April 1, 1955, were conveyed to all departments by Treasury Circular No. 233 of May 5, 1955. The Director of Health Services reports that the members of the Hospital Clerical Service were paid the revised salaries with effect from April 1, 1955. Under their conditions of service, members of the Hospital Clerical Service are required to work from 8 A.M. to 5 P.M. daily, including Saturdays and Public Holidays and are not entitled to lieu leave for working on Public Holidays. In several departments, such as the Prisons, Police and Medical Departments, many members of the staff are required to work 7 days in the week, including Saturdays and Public Holidays and are not entitled to lieu leave for working on Public Holidays. The services rendered by these departments have to be maintained without intermission throughout the year. The staff of these departments cannot, therefore, enjoy the same conditions of service in regard to working hours and leave as the staff of departments which do not have similar obligations. (b) (i) The conversion of members of the Hospital

Clerical Service to the revised salary scales was effected in accordance with the recommendations of the Salaries Conversion Committee ap

pearing on page 93 of their Report, Sessional Paper XII of 1955. Representations protesting against this scheme of conversion have been made by the members of the Hospital are being

(ii) and (iii). The hours of work and leave privileges of public servants must vary with the nature of the service rendered to the public by their respective departments. A general review of the conditions of service of all public officers is contemplated and any change so far as the Hospital Clerical Service concerned must await that review.

General Clerical Class Examination in 1949

4. Mrs. Vivienne Goonewardene asked the Minister of Finance: (a) How many candidates sat for the General Clerical Class Examination in 1949, and of them how many were in temporary service under Government at the time? (b) How many of these temporary Government servants passed the examination and were absorbed into the permanent cadre? (c) Were they given full incremental credit for their temporary service; if so, from what date; if not, why? (d) Were they paid arrears of salary, etc. due to them from the date of passing the examination; and if not, why? (e) Will he take steps to ensure that these officers are paid the full arrears of salary, etc. due to them at an early date?

The Hon. Stanley de Zoysa: (a) 1,037 candidates sat for the General Clerical Class Examination in 1949. As no special concessions with regard

to admission to this examination were given to persons in temporary service under Government at the time, it is not possible to state how many of the candidates were in temporary service under Government at the time of the examination. (b) As no distinction was drawn between candidates who had previously been in temporary Government Service and others, a detailed examination of all the records of the 571 candidates who were appointed on the results of this examination must be made in order to ascertain how many of them had previously been in temporary Government Service. (c) Yes. With effect from the date of of appointment to the General Clerical Class. (d) (d) The salary due to each candidate, including incremental credit for any period of temporary service, was paid from the date of appointment to the General Clerical Class and not from the date of passing the examination. The examination itself was a competitive one held for the purpose of selecting candidates for appointment and the date of passing the examination was, therefore, not material. (d) Does not arise.

Maggona Railway Station

5. Mr. Cholmondeley Goonewardene asked the Minister of Transport and Works: (a) Why was the Maggona Railway Station reduced to the position of a ticket agency? (b) Will he take steps to make it a full-fledged Railway Station? (c) If so, when? (d) If not, why?

The Hon. Maithripala Senanayeke (Minister of Transport and Works): (a) In order to cut down the establishment costs. (b) No, since the public is in no way inconvenienced and the adjoining crossing stations, Beruwala and Paiyagala South, are available to meet operating requirements. (c) and (d) . Do not arise in view of (b).

Telephone Facilities at Sub-Post Office, Padagoda

6. Mr. Cholmondeley Goonewardene asked the Minister of Posts, Broadcasting and Information :

(a) Will he provide telephone facilities at the Sub-Post Office at Padagoda? (b) If so, when? (c) If not, why?

The Hon. C. A. S. Marikkar (Minister of Posts, Broadcasting .and Information): (a) Telegraph and telephone call office facilities were provided on 7th July, 1956. (b) and (c). The Questions therefore do not arise.

KL/Padagoda Government Boys'
School

7. Mr. Cholmondeley Goonewardene asked the Minister of Education: (a) Will he take steps to raise the status of KL/Padagoda Government Boys' School to a Senior School? (b) If so, when? (c) If not, why? The Hon. W. Dahanayake (Minister of Education): (ඒ) කේ.ඇල්./පාදා
