The Department of State is requesting a fiscal year 1978 budget amendment of $2,080,000 and 41 American fiscal year 1978 estimates. and 53 Local positions to meet urgent needs which were unforeseen at the time of preparation of the A brief description of the items included in this request follows.

Included in our request is $637,000 and 24 positions for the Office of the Secretary to deal with transfers. new administration initiatives in the areas of nuclear non-proliferation, human rights, and arms

Further, the Department of State is requesting to transfer to the Department of Justice $74,000 for the expenses and administrative arrangements relating to the extradition from foreign countries to the U.S. of persons wanted in this country for violation of Federal Law.

Additionally, $220,000 and 5 American positions are requested for the Bureau of International Organization Affairs to staff the Washington office of the U.S. Ambassador to the UN so that this office can participate more actively in policy formulation and execution.

Also included in this request is $917,000 and 12 American and 53 Local positions for the Bureau of Security and Consular Affairs. This increase will meet increased Western Hemisphere immigrant visa workloads resulting from recent amendments to the Immigration and Nationality Act (Public Law 94-571).

Finally, $380,000 is requested to provide for continued U.S. participation in the 1978 calendar year meetings of the United Nations Conference on Trade and Development.
