SEC. 205. Title 8 VIII of the Civil Aeronautics Act of 8 1938, as amended, is hereby amended by inserting after sec

9 tion 803 thereof, the following new section:

"COAST AND GEODETIC SURVEY

"SEC. 804. In order to promote safety and efficiency in

12 air navigation to the highest possible degree, the Director 13 of the Coast and Geodetic Survey, under the direction of the 14 Secretary of Commerce, in addition to any other functions 15 or duties pertaining to surveying and charting for other 16 purposes shall

"(1) Compile, publish, and maintain such charts. maps, and related data as may be necessary for air navigation;

"(2) Maintain an adequate system for the sale and

21 distribution of aeronautical charts, maps, and related

publications which will insure airmen of ready access

to current data;

"(3) Conduct research in aeronautical charting and

related surveying and mapping activities in collaboration

with the Administrator of Civil Aeronautics; and

"(4) Establish and coordinate international ex

change of aeronautical charting information."

5 AMENDMENT TO SECTION 5 (D) OF AIR COMMERCE ACT

7 SEC. 206. Subsection (d) of section 5 of the Air Com

merce Act of 1926, as amended, is hereby amended to read as follows:

"(d) The head of any Government department or in11 dependent establishment having jurisdiction over any airport or emergency landing field owned or operated by the United 13 States may provide for the sale of fuel, oil, equipment, and 14 supplies, and the furnishing of mechanical service, tem15 porary shelter, and other assistance for aircraft under such 16 regulations as the head of the department or establishment 17 may prescribe. All such articles shall be sold and such 18 assistance furnished at the fair market value prevailing 19 locally as ascertained by the head of such department or 20 establishment. No such services, accommodations, or assist21 ance shall be provided or furnished at any such airport or 22 emergency landing field located outside the continental 23 United States or in any Territory, or possession of the United 24 States if comparable services, accommodations, or assistance are readily available from any other source, and such serv

1 ices, accommodations, and assistance shall be provided or 2 furnished at any other airport or emergency landing field 3 owned or operated by the United States only if such action 4 is, by reason of an emergency, reasonably necessary to the 5 continuance of an aircraft on its course. All amounts re6 ceived under this section shall be covered into the Treasury; 7 but that part of such amounts which, in the judgment of 8 the head of the department or establishment, is equivalent 9 to the cost of the fuel, oil, equipment, supplies, services, 10 shelter, or other assistance sold or furnished shall be credited 11 to the appropriation from which such cost was paid, and the 12 balance, if any, shall be credited to miscellaneous receipts. 13 Nothing in this section shall limit any power or authority 14 which the Administrator has under existing law with respect to the Washington National Airport."

16 AVAILABILITY OF APPROPRIATIONS FOR AIR-NAVIGATION

FACILITIES

SEC. 207. Notwithstanding any other provision of law,

19 appropriations for air-navigation facilities (except those 20 made pursuant to the Federal Aid Airport Act), made 21 specifically for the service of any fiscal year, shall be available 22 for expenditure during that fiscal year and the following 23 fiscal year, and amounts thereof remaining unexpended at 24 the expiration of the second such fiscal year shall be applied 25 only to the payment of expenses properly incurred, or the

1 fulfillment of contracts properly made, prior to the expiration 2 of such second fiscal year; but unexpended balances of any 3 such appropriation which have remained on the books of the 4 Treasury for three fiscal years shall be carried to the surplus 5 fund and covered into the Treasury.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 3615) to provide Federal aid for the development of public airports and to amend existing law relating to air navigation facilities, having considered the same, report favorably thereon with amendments and recommend that the bill as amended do pass.

The amendments are as follows:

Page 2, line 17, strike out "air-space" and insert "air space".

Page 9, line 6, after the period insert the following sentence: "The Administrator shall give consideration, in determining the projects for which the moneys in such fund are to be used, to the existing airport facilities in the several States and to the need for or lack of development of airport facilities in the several States."

Page 16, line 13, strike out "amount" and insert "amounts". Page 25, line 14, strike out "and 307" and insert "307, and 308"; and in the same line strike out "and 308," and insert "308, and 309," Page 27, line 5, strike out "8" and insert "VIII"; and in line 7, strike out "8" and insert "VIII".

GENERAL STATEMENT

The primary object of this bill is to provide Federal cooperative aid for a national system of airports.

Title I of the bill (the Federal Aid Airport Act) provides for a program of Federal grants-in-aid for airport construction, improvement, and repair in the several States, Territories, and possessions.
