To My Associates in the Internal Revenue Service:

In our large and complex organization almost everything we do is tied to the written word. We know that writing that is difficult to understand wastes time and runs the risk of being misinterpreted or misunderstood. Since so much of our work requires us to write or to review the writing of others, it is most important that we write clearly and concisely and that we agree on writing standards.

The workshop course you are taking is used to help managers and writers reach an understanding of the Service's writing standards and agree on what constitutes "acceptable" writing. Both orginator and reviewer must work together as a part of the writing process if we are to be successful in improving our writing.

I would like you to adopt and put into daily practice the writing and reviewing principles you learn in this course. The potential return is great. It can mean increased efficiency and greater job satisfaction. It can result in steady improvement in the quality of our written communications and in increased effectiveness in tax administration.
