PREFACE

This document is the third revised edition of the compilation entitled "Standing Rules of the United States Senate and Provisions of the Legislative Reorganization Acts of 1946 and 1970 Relating to Operation of the Senate," first issued by the Committee on Rules and Administration on January 3, 1971. The original compilation was designed to fill the need of Members, officers, and employees of the Senate at the commencement of the Ninety-second Congress by furnishing them with accurate and conveniently presented information, embodying the many fundamental changes in Senate organization and operation procedures effected by the Legislative Reorganization Act of 1970 (Public Law 91-510, 84 Stat. 1140, October 26, 1970). Those changes, which consisted of amendments to the Standing Rules of the Senate, of amendments to the Legislative Reorganization Act of 1946, and of new provisions applicable to the Senate, subsequently have been incorporated into the Senate Manual itself.

This new edition brings the Standing Rules of the Senate and the Legislative Reorganization Acts (with respect to provisions relating to the Senate) up to date as of April 30, 1977, and incorporates other important changes in the Standing Rules and those acts which were affected by the Congressional Budget and Impoundment Control Act of 1974. Other amendments to the rules since the last edition was released include changes made in the committee system at the commencement of this Congress, along with numerous other modifications set forth in rules XXV, XXVI, XXVII, XXIX, XLI, and rules XLII-L, inclusive.

Also, this edition incorporates for the first time provisions of the Congressional Budget and Impoundment Control Act of 1974 as it affects the operation of the Senate.
