It provides the profound analysis of new phenomena in the world arena and contains important theoretical and political deductions for the activity of all Marxist-Leninist parties. The statement will serve as the true compass in the further struggle for the great aim that confronts communism, the working class, and the progressive people of all countries.

Representatives of Communist and Workers' parties exchanged their opinions on the present informational situation, discussed the urgent problems of the Communist and Workers' movements, or, as comrades figuratively stated at the conference, synchronized their watches. Indeed, the Socialist countries and the Communist parties must synchronize their watches. When someone's clock is fast or slow, it is regulated so that it shows the correct time. Similarly, it is necessary to check the time of the Communist movement so that our powerful army keeps in step and makes confident strides toward communism ***

"The unity of every Communist Party, the unity of all the Communist parties, is what makes up the integral world Communist movement, which is aimed at achieving our common goal, victory for communism throughout the world. The main thing that is required of all the Communist and Workers' parties today, is perseveringly_to strengthen to the utmost the unity and cohesion of their ranks. The unity of the ranks of the Communist movement is especially important in present conditions. This is due to the historic task the Communist movement is called upon to perform.

THE IMPLEMENTATION OF THE 1960 RESOLUTIONS

In this day a decade matches a century of past eras in rates of social development, so quickly do events seemingly important only yesterday recede into the past. The more significant, then, are events that retain their pertinence despite the racing pace of time. The 1960 Meeting of Communist and Workers' Parties, the tenth anniversary of which falls in November, doubtless is one of them-a postwar Communist forum that left us a rich ideological legacy and exercised a far-reaching influence on world development.

Acting on the principles of Marxism-Leninism and on a comprehensive analysis of the facts, the fraternal parties attending the Meeting a) produced a comprehensive-appraisal of the present epoch, the class forces at its pivot, and defined the main trends and perspectives of world development;

b) worked out the strategic trends of the revolutionary struggle, weighing the role and potential of the main revolutionary forces the world socialist system, the international working class, and the national liberation movement;

c) defined the distinctive features of the third stage in the general crisis of capitalism, setting out the tasks of the struggle against imperialism and the threat of a new world war presented by its aggressive policy, the tasks of reinforcing the united anti-imperialist front;

d) reaffirmed that unity and loyality to Marxism-Leninism are the main source of the strength and invincibility of the world socialist system and world Communist movement as a whole, finalizing the norms governing relations among fraternal parties in line with the principles of proletarian internationalism, equality and independence.

The 1960 Statement outlines the ways and means of promoting Communist cooperation with other social groups, such as the intelligentsia, the youth, the progressive trends among Catholics, etc., which, by virtue of their status, are objectively opposed to imperialism and likely to join the struggle on the side of the working class and working peasantry.

A detailed examination was made of the problem of the peaceful coexistence of states with different social systems. The Statement showed that the peaceful coexistence policy, conforming with the

basic interests of all peoples, is not a rejection of the class struggle.. On the contrary, favorable conditions appear in the setting of peaceful coexistence, itself won in struggle, for building socialism, unfolding the revolutionary movement in the capitalist countries and securing the national liberation of colonial and dependent countries.

*** Party ties and contacts have expanded greatly. Suffice it to enumerate the many meetings between leaders of Communist and Workers' parties of the socialist world; the consultative meetings of parties in Africa; the Conference of the Communist parties of Mexico, Central America and Panama; the Conference of 12 Communist parties in Latin America; the Conference of 28 European Communist parties on European security; the meeting of the Communists of Northern Europe, and the conference of Communist parties of the European capitalist countries on solidarity with Indochina. Cooperation on ideological issues is growing, and so is collective discussion and inquiry into topical theoretical problems.

*** The experience of the past decade confirms the fact that the measure of influence exercised by the Communist and Workers' parties on world events, their attainment of set aims, depends first and foremost on the loyalty of the revolutionary working-class vanguard to the great Marxist-Leninist teaching, the principles of proletarian internationalism and the propositions of the collectively-framed documents of international Communist forums.

Cohesion of the Communist and Workers' Parties on the basis of Marxism-Leninism is the decisive condition for enhancing the role of the communist movement as the vanguard in the world revolutionary process, a primary factor for uniting all the anti-imperialist forces. The 1969 International Meeting drew up a political program for strengthening the unity of the communist ranks, of all the revolutionary and democratic forces, a program of joint anti-imperialist action. The struggle to carry out this program is now in the focus of attention. Its implementation demands systematic cooperation of Communist and Workers' Parties for the purpose of coordinating their policy in the international arena. In the brief period since the Meeting a number of regional meetings of Communist and Workers' Parties of Europe, Latin America and the Arab countries have been held. Inter-Party ties of this kind form a practical basis for the international unity of the Communists, are a democratic and effective means for arriving at joint positions on the most urgent international problems.

It is also significant that interest in cooperation on ideological problems has been growing in the communist movement recently. International communist conferences and symposiums, which contribute to an enrichment and the creative development of Marxist-Leninist theory, are held more and more frequently.

THE INTERNATIONAL COMMUNIST MOVEMENT

Comrades, success in the struggle against imperialism greatly depends on the cohesion of anti-imperialist forces and first of all of its vanguard, the world communist movement. In the last 5 years our party, together with the other fraternal parties, has made considerable efforts to consolidate this cohesion and unity in the communist ranks. This has been a complex task. During the period under review attempts from various quarters to attack Marxism-Leninism as the ideological-political basis of the activities of the communist movement became most acutely apparent. The Chinese leadership proceeded to the formation of schismatic groupings going under the mask of so-called Marxist-Leninist parties in a number of countries, obviously striving to unite them somehow into a counterweight to the international communist movement. The Trotskyites have frequently joined cause with these groupings. In some places there has been an increasing trend toward nationalist self-isolation. Both rightist and leftist opportunism have been in evidence.

It has been a principle aim to achieve a turn toward rallying the communist movement, toward consolidating its ideological basis. The conference of European communist parties at Karlovy Vary in 1967 was to be an important stage in the struggle to achieve this, as were a number of other international meetings of communists. As a result, the question of convening an international conference of Communist and Workers' parties was included in the agenda. It was preceded by much preparatory work.

You know, comrades, that our party, the Central Committee, has made no small contribution, both in elaborating the idea of the conference and in preparing for it.

The conference was an important step toward strengthening international communist unity and consolidating all anti-imperialist forces. It did much to promote the development of a number of points of the Marxist-Leninist theory applicable in the present situation. It has been confirmed that such a very broad and imposing form of contacts between fraternal parties meets the needs of the communist movement as an international force. Our party completely agrees with the deductions of those who took part in the conference with regard to the expediency of holding, whenever necessary, such international forums of all fraternal parties. It would be useful if these were to firmly become a practice of the world communist movement. [Applause.]

In recognition of its international duty, the CPSU will continue to pursue a line in international affairs toward promoting the further activation of the world anti-imperialist struggle and the strengthening of the combat unity of all its participants. The total triumph of socialism the world over is inevitable, [applause], and for the triumph, for the happiness of the working people, we will fight, unsparing of our strength. [Applause.]

"IN THE VANGUARD OF THE FORCES OF PROGRESS AND PEACE”

Recent events have confirmed with new force the historical lawgoverned pattern of our era-the continuing strengthening of socialism and the growth of its role in the modern world.

In leading the building of the socialist society, the communist parties of the countries of socialism are in the forefront of the struggle. Holding power as they do, they strive to make the maximum use of all opportunities for strengthening and comprehensively developing socialism in their countries and, at the same time, for supporting and spreading the revolutionary struggle throughout the world. Life testifies that socialism resolves this task more successfully, the closer the interaction and cooperation between the fraternal countries on the foundation of the principles of Marxism-Leninism and socialist internationalism.

Communists believe that the most essential condition for the preservation of peace and for wrecking the imperialist adventurists' plans is unified and coordinated actions by the supporters of peace and progress. The unity of the communists and all the anti-imperialist forces, Comrade G. Hall, U.S. Communist Party general secretary, writes, is "the determining factor, on which the correlation of world forces depends, at a time when imperialism is losing its ability to determine the course of human history."

The world's communists are persistently foregoing this kind of unity. A historic step on this path was the 1969 Moscow conference of communist and workers parties.

The 2 years which have elapsed since the conference have been a period of consolidation of the world communist ranks on the base of the principles of Marxism-Leninism and proletarian internationalism. The congresses of a number of the fraternal parties held since the conference have been an important landmark on this path. The 24th CPSU Congress has been held. The 10th Hungarian Socialist Workers Party Congress, the 10th Bulgarian Communist Party Congress, the 14th Czechoslovak Communist Party Congress, the 16th Mongolian People's Revolutionary Party Congress, the Eighth German Socialist Unity Party Congress, and the congresses of the communist parties of France, Venezuela, Belgium, Costa Rica, Austria, and some other capitalist countries have also taken place. These congresses have shown convincingly how considerably the process of rallying the revolutionary forces' communist vanguard has advanced during the past 2 years.
