CHAPTER 1.

An Act amending an Act concerning Estimates of State Ex-
penditures and Reference of Bills and Resolutions.

SECTION 1. appropriations, unless the senate and house of representatives
otherwise order by majority vote. The committee on ap-
propriations shall carefully investigate the estimates and
other matters submitted and referred to it, and shall report
its recommendations on all matters thus submitted or re-
ferred, and shall also report, from time to time, such appro-
priation bills as it may deem necessary for carrying on the
different departments of the state government and for pro-
viding for such institutions and persons as are proper subjects
for state aid under existing laws, for two years from the fol-
lowing thirtieth day of September. The committee on ap-
propriations shall not have power to report, and the general
assembly shall not make, any appropriation by way of salary,
compensation, fees, or allowance for any purpose, in excess
of the amount allowed by law, to any particular person or
purpose, whenever the same is fixed by law, unless the amount
of such salary, compensation, fees, or allowance shall be raised
by a statute which has gone into effect at the time when
the appropriation is made. All appropriation bills shall
specify the particular purpose for which each appropriation
is made, and shall be itemized as far as practicable.

SEC. 2. This act shall take effect from its passage.

CHAPTER 2.

An Act amending an Act concerning the Cutting of Bushes
adjoining Highways.

Be it enacted by the Senate and House of Representatives in
General Assembly convened:

selectmen in every town shall cause to be cut, at least once in each year, all bushes, trees, and branches of trees growing within ten feet of the center of the traveled way within the limits of the public highways in their respective towns, and shall, within thirty days thereafter, cause all brush so cut to be piled and burned. The term "public highways" as used in this section shall be construed to mean and include only the main highways leading from one town to another.

Section one of chapter 203 of the public acts of 1909 is Superintendent of hereby amended by striking out, in the second line of said state police, section, the words "first day of December" and inserting shal, to report in lieu thereof the words "fifteenth day of February," so insurance com that said section as amended shall read as follows: The superintendent of state police shall submit annually, not later than the fifteenth day of February, a detailed report of his official actions as state fire marshal, to the insurance commissioner, who shall embody in his annual fire report to the governor such portions thereof as he may deem important.
