To leave out from "That," and add "in the
opinion of this House, in order to ensure to
the Irish tenantry the benefits intended to be
conferred on them by the Land Act of 1870,
it is essential that steps should be taken to
prevent the exaction of rents which virtually
confiscate the improvements declared by that
Act to be the property of the tenant, and
also that steps should be taken to prevent the
eviction of tenants for refusing to submit to
