DEAR SIR: In response to telegraphic request authority is hereby given to print elsewhere than at the Government Printing Office 500 books Form D-1-F-12-13-14, containing meals and lodging tickets at a cost of not to exceed $125, and 500 pads Form D-1-F-9, containing horse contracts, at a cost of not to exceed $40, which you state are urgently needed for immediate use in the field in connection with forest fires. It is suggested, however, that hereafter a sufficient supply of these forms be printed at the Government Printing Office.

MY DEAR SENATOR: In further reply to your letter of March 12, and in compliance with section 11 of Public Act No. 314, Sixtyfifth Congress, approved March 1, 1919, I am transmitting herewith one copy each of 13 publications of the Department of Commerce, the character of some of which might be construed to come within the designation " journal, magazine, periodical, or other similar publication," mentioned in paragraph 2 of the section referred to above and in connection with each publication there is submitted a detailed report in the form of answers, furnished by the various issuing bureaus of the department, to the 15 specific inquiries presented by your committee.

The publications transmitted herewith are:

Circular of Information Concerning Census Publications, 1790-1916. (Latest issue, Jan. 1, 1917; next preceding issue, August, 1914.)

Catalogue of Bureau of Foreign and Domestic Commerce Publications. (Issued irregularly; about once a year.)

List of Publications of Bureau of Foreign and Domestic Commerce for Sale by Superintendent of Documents. (Issued irregularly; about once a year.)

It is respectfully requested that the Joint Committee on Printing, under its authority, authorize the continuance of such of these publications as it may determine requires specific authorization under the provisions of the act of March 1, 1919. The publication work of the department is necessarily an essential part of the functions of the department, and I believe that the publications listed herein. serve a useful purpose, as explained in detail in the accompanying statements. I trust that your committee also will take this viewpoint. In reference to your inquiry in regard to paragraph 1, the department will gladly give this matter constant attention, with a view to cooperating with your committee in its commendable effort to prevent neglect, delay, duplication, or waste in the public printing and binding and the distribution of Government publications. In this connection, I desire to mention that, under authority of section 4 of Public Act No. 174, Sixty-fifth Congress, approved June 20, 1918, the general distribution of the 22 different light and buoy lists issued by the Bureau of Lighthouses of this department has been put on a sales basis, beginning January 1, 1919. The total free mailing-list distribution of these publications is now 8,660 (an average of less than 400 copies for each of the 22 lists), as compared with 47,298 under the former policy of free distribution.

In reference to paragraph 3, you are advised that all of the printing and binding for the department is done at the Government Printing Office. There have been isolated cases in the past where a field service of a bureau of the department has had some small urgent printing job done at the field station, but it is not anticipated that there will be occasion in the future to request authority to have any printing, however insignificant in amount, done elsewhere than at the Government. MY DEAR SENATOR: In compliance with the request contained in paragraph 6 of your letter of April 16, 1919, concerning the provisions of section 11 of Public Act No. 314, Sixty-fifth Congress, approved March 1, 1919, you are advised that there is in the office of the superintendent of the fourteenth lighthouse district, Cincinnati, Ohio, a small hand press, with some type and other equipment, which has not been used for about eight years, and is not intended for use

in the future. The press was second hand when bought, and is 25 years old. It is doubtful if the whole outfit would sell for $25.

If publication is not printed at Government Printing Office, is it urgent or necessary to have it done "elsewhere than in the District of Columbia for the exclusive use of any field service outside of said District," as provided for in paragraph 3 of section 11? If so, submit reasons and recommendations therefor: Printed at Government Printing Office.

14. Is publication a duplication, in whole or in part, of any other Government publication, or does it relate to work which some other branch of the Governntent service has undertaken or is authorized by law to perform? If so, state reasons therefor: The Bureau of Foreign and Domestic Commerce issues a small pamphlet showing a certain number of that bureau's publications, but this does not give complete data; the Bureau of Standards issues biennially (with quarterly supplements) a list of publications of that bureau; the Bureau of the Census issued in August, 1914, revised and reissued January, 1917), a circular of information concerning the publications of that bureau: the Superintendent of Documents issues price lists, noting some of the department's publications. The lists published separately by these bureaus are intended for a more liberal distribution in commer

cial and scientific fields to which they relate than is contemplated by the department for its complete list of publication work.

15. Submit reasons and recommendations, if any, for continuance of publication until the close of the next regular session of Congress, if not specifically authorized by Congress: Continuance of publication recommended. This pamphlet serves a useful purpose, as the announcements therein enable those interested to learn what reports are printed by the department, in most cases the applicants being directed to the Superintendent of Documents, who maintains copies for sale. Thus the free distribution of the department's reports is reduced and the Government reimbursed to a considerable extent by receipts from copies sold. During 1918 receipts by the Superintendent of Documents from the sales of the department's publications amounted to $53,187.78.
