PRESIDENT: In accordance with your Executive Order 9791, dated October 17, 1946, appointing me chairman of the President's Scientific Research Board, I herewith present my report, entitled "Science and Public Policy." The report gives my findings on Federal research programs, on non-Federal research and development and training facilities, and on the interrelation of Federal and non-Federal research and development. The report also contains recommendations for coordinating the Federal program for greater efficiency, and other recommendations for more effective use of national scientific resources. In preparation of this report, I have had the advice and counsel of the President's Scientific Research Board. They and their alternates have given me much valuable assistance and, in submitting this report, I wish to extend my thanks to every member of the Board and to each of the alternates. |
