The Lords Commissioners of Her Majesty's Treasury having certified to the Commissioners for the reduction of the National Debt, that there was no surplus of actual revenue over the actual expenditure of the United Kingdom of Great Britain and Ireland, for the year ended the 31st day of March 1856:

The Commissioners for the reduction of the National Debt, hereby give notice, that no sum will be applied by them on account of the Sinking Fund, under the provisions of the Act, 10 Geo. IV., cap. 27, between the 1st day of July, 1856, and the 30th day of September, 1856.

THE Queen has been graciously pleased to appoint Thomas Fiott Hughes, Esquire, now attached to Her Majesty's Embassy at Constantinople, to be Her Majesty's Consul at Erzeroom.

The Queen has been graciously pleased to appoint Charles Batten Hillier, Esquire, to be Her Majesty's Consul at Bangkok, in Siam.

Whereas divers British subjects, who have entered into engagements for employment abroad as railway labourers, miners, engineers, stokers, and firemen, on board steam vessels, and in other capacities (such engagements in general containing no provision for the maintenance of such British subjects, or for furnishing them with the means of returning to this country), have applied to Her Majesty's Consuls in foreign parts for relief as distressed British subjects, and considerable expense has been incurred in relieving such persons, and in sending them back to this country: Notice is hereby given, that for the future all persons who accept engagements for

employment in foreign countries, as such railway labourers, miners, engineers, stokers, and firemen, as aforesaid, or in any other capacity, are not considered by Her Majesty's Government to be entitled to relief as distressed British subjects, or to be sent back to this country at the public expense; and such persons are hereby warned that Her Majesty's Consuls abroad have received orders henceforward not to afford relief in such cases.

The Queen has been pleased to order a congé d'elire to the Dean and Chapter of the cathedral church of Bristol, empowering them to elect a Bishop of the see of Gloucester and Bristol, the same being void by the death of Doctor James Henry Monk, late Bishop thereof; and Her Majesty has also been pleased to recommend to the said Dean and Chapter the Reverend Charles Baring, M.A., to be by them elected Bishop of the said see.

The Queen has been pleased to order a writ to be issued under the Great Seal of the United Kingdom of Great Britain and Ireland for summoning Henry Petty Fitzmaurice, Esq. (commonly called Earl of Shelburne), to the House of Peers, by the style and title of Baron Wycombe, of Chepping Wycombe, in the county of Bucks.
