The laws relating to the manufacture, distribution and sale of gas and electricity have been extended and codified in chapter 742 of the Acts of the year 1914. In addition to this chapter there have been introduced and printed in this compilation certain provisions of the Revised Laws and subsequent acts necessary to the proper interpretation and understanding of the chapter named. The most important of such provisions are contained in the Revised Laws, chapters 25 and 122, relating to the transmission of electricity, and the subsequent acts in amendment thereof and in addition thereto. In previous compilations the Board has inserted certain other provisions of law relating to labor and to employers' liability, but since the passage of the "Workmen's Compensation Act" and the creation of the Board of Labor and Industries and the Industrial Accident Board, having supervision of the administration of these laws and their own publications respecting them, it has seemed unnecessary to introduce here any of such provisions save only those which expressly mention gas or electric companies. The Boston Consolidated Gas Company serves so large a territory and so large a proportion of the total population of the Commonwealth that it has been deemed best to add to this compilation the recent special acts which apply to this company. As a matter of convenience and interest a table of all special laws relating to the manufacture and sale of gas and electricity has been added, including in each instance all special laws enacted by the General Court in 1914. Sections which have been repealed and words which have been stricken out by amendment are enclosed in brackets; new or substituted sections and words which have been inserted by amendment are printed in italics. |
