LIST of Addresses of congratulation, transmitted for presentation to His Royal Highness Prince Albert, on the occasion of the Birth of a Princess, and presented to His Royal Highness by the Right Honourable the Marquess of Exeter : From the Mayor, Aldermen, and Burgesses of the borough of Portsmouth; the Mayor, Aldermen, and Councillors of the borough of Newcastleupon-Tyne; the Ministers and Ruling Elders of the Presbyterian Church in Ireland; and the Convener, the Master of Hospital, Deacons, and other Members of the Seven Incorporated Trades of the city of Aberdeen.

The Queen has been pleased to present the Reverend William Charles Rose to the church and parish of Cargill, in the presbytery of Dunkeld and county of Perth, vacant in consequence of the Reverend Michael Stirling, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has been pleased to present the Reverend William Elder to the church parish of Tealing, in the presbytery of Dundee and county of Forfar, vacant in consequence of the Reverend David Barclay Mellis, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has also been pleased to present the Reverend James Mann to the church and parish of Kiltearn, in the presbytery of Dingwall and county of Ross, vacant in consequence of the Reverend Duncan Campbell, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has also been pleased to present the Reverend Peter M'Kenzie to the church and parish of Tongue, in the presbytery of Tongue and county of Sutherland, vacant in consequence of the Reverend Hugh M. M'Kenzie, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Right Honourable Sir Nicholas Conyngham Tindal, Knt. Lord Chief Justice of Her Majesty's Court of Common Pleas at Westminster, has been pleased to appoint William Burgoyne Fernell, of Sheffield, in the county of York, Solicitor, to be one of the Perpetual Commissioners for taking the acknowledgements of deeds to be executed by married women, under the Act passed for the abolition of fines and recoveries, and for, the substitution of more simple modes of assurance, in and for the west riding of the county of York.

Westminster, August 17, 1843.

THIS day, the Lords being met, a message was sent to the Honourable House of Commons by the Gentlemen Usher of the Black Rod, acquainting them, that The Lords, authorized by virtue of a Commission under the Great Seal, signed by Her Majesty, for declaring Her Royal Assent to several Acts agreed upon by both Houses, do desire the immediate attendance of the Honourable House in the House of Peers to hear the Commission read; and the Commons being come thither, the said Commission, empowering the Lord Archbishop of Canterbury, the Lord High Chancellor of Great Britain, and several other Lords therein named, to declare and notify the Royal Assent to the said Acts, was read accordingly, and the Royal Assent given to

An Act to remove doubts respecting the admission of ministers to benefices, in that part of the United Kingdom called Scotland.

An Act for suspending, until the first day of October one thousand eight hundred and fortyfour, the operation of the new arrangement of dioceses, so far as it affects the existing ecclesiastical jurisdictions.

An Act to continue, until the first day of August one thousand eight hundred and forty

four, and, if Parliament be then sitting, to the end of the then next session of Parliament, an Act for authorising the application of highway rates to turnpike roads.

An Act to enable Her Majesty to acquire lands for the enlargement of Her Majesty's dock-yards, and for other naval purposes.

An Act to relieve bishops, succeeding to bishoprics by operation of the Act to alter and amend the laws relating to the temporalities of the Church in Ireland, from certain liabilities.

An Act for the amendment of the proceedings and practice of the Equity Side of the Court of Exchequer in Ireland.

An Act for the better collection of fines, penalties, issues, deodands, amerciaments, and forfeited recognizances in Ireland, and for the appropriation thereof.

An Act to alter and amend certain provisions of the Acts relating to the docks and harbour of Liverpool.

An Act to consolidate, amend, and extend the provisions of several Acts for the better paving, watching, lighting, and cleansing, and for regulating the police of the city of Glasgow, and adjoining districts; and also for managing the statute labour of the said city; and for other purposes in relation thereto.

And Act for amending an Act, passed in the second year of the reign of Her present Majesty, for draining and embanking certain lands in Lough Swilly and Lough Foyle, in the counties of Donegal and Londonderry, so far as the same relates to the said lands in Lough Foyle.

The Queen has been pleased to approve of Mr. Bernard Hebeler, as Consul General in the United Kingdom for the King of Wurtemberg.

The Queen has been pleased to present the Reverend Thomas M'Kie to the church and parish of Monikie, in the presbytery of Dundee and county of Forfar, vacant in consequence of the Reverend James Millar, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has also been pleased to present the Reverend Thomas Davidson to the church and parish of Abbey St. Bathans, in the presbytery of Dunse and county of Berwick, vacant in consequence of the Reverend John Wallace, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has also been pleased to present the Reverend Adam Hall to the church and parish of Cromarty, in the presbytery of Chanonry and county of Cromarty, vacant in consequence of the Reverend Alexander Stewart, late Minister thereof, having ceased to be a Minister of the Church of Scotland.

The Queen has also been pleased to present the Reverend Mark Johnstone Bryden to the church and parish of Kirkcaldy, in the presbytery of Kirkcaldy and county of Fife, vacant in consequence of the Reverend John Alexander, late Minister thereof, having ceased to be a Minister of the Church of Scotland.
