like manner, Russian vessels, proceeding from any part of the United Kingdom, or of the British possessions, to the ports or mouths of any of the rivers above-mentioned or described, shall be treated as if they were returning to a port of the empire of Russia, or of the Grand Duchy of Finland; provided, nevertheless, that these privileges shall apply to Russian vessels only so long as British vessels, and their cargoes, shall be treated at those places, on their arrival and departure, on the same footing with Russian

vessels :

And the Right Honourable the Lords Commissioners of Her Majesty's Treasury are to give the necessary directions therein accordingly.

The QUEEN's Most Excellent Majesty in Council.

WHEREAS the Ecclesiastical Commissioners for England have, in pursuance of an Act, passed in the session of Parliament held in the third and fourth years of Her Majesty's reign, intituled "An Act to carry into effect, with "certain modifications, the fourth report of the "Commissioners of Ecclesiastical Duties and "Revenues," duly prepared and laid before Her Majesty in Council a scheme, bearing date the twenty-fourth day of January one thousand eight hundred and forty-three, in the words and figures following, that is to say:

"We, the Ecclesiastical Commissioners for England, in pursuance of an Act, passed in the session of Parliament held in the third and fourth years of your Majesty's reign, intituled "An Act to carry into effect, with certain modifications, "the fourth report of the Commissioners of Ec"clesiastical Duties and Revenues," have prepared, and now humbly lay before your Majesty in Council, the following scheme, for making better provision for the cure of souls in the several parishes, of Bisley, in the county of Gloucester and diocese of Gloucester and Bristol; of Trowbridge, in the county of Wilts and diocese of Salisbury; and of Batley, in the county of York and diocese of Ripon.

"Whereas it is by the said Act enacted, with an especial view to the better care of populous parishes, that arrangements may, from time to time, be made, by the authority therein provided, for improving the value or making a better provision for the spiritual duties of ill endowed parishes or districts, by means of such exchange of advowsons, or of such other alterations in the exercise of patronage as may be agreed upon by patrons, with the consent of the bishop in every such case:

"And whereas the perpetual curacy of Christ Church, Chalford, in the said parish of Bisley, is in the joint patronage of the Rector of Saperton, the Rector of Minchin Hampton, and the Perpetual Curate of Stroud, all in the first-mentioned county, and their successors; and the church of the Holy Trinity, in the said parish of Trowbridge, is in the patronage of the Most Noble John Henry Duke of Rutland; and the perpetual curacy of Gildersome, in the said parish of Batley, is in the alternate patronage of the Right Honourable James Thomas Earl of Cardigan and Thomas Earl of Wilton:

"And whereas the said perpetual curacy of Christ Church, Chalford, and the said church of the Holy Trinity, Trowbridge, have districts assigned thereto, respectively, with populations exceeding two thousand, and the income thereof, respectively, is below one hundred and fifty pounds; and the said perpetual curacy of Gildersome has a district assigned thereto, with a population exceeding one thousand, and the income thereof is below one hundred and twenty pounds :

"And whereas, in order to enable us to make unconditional grants in augmentation of the incomes of the said respective perpetual curacies, and the said church, in conformity with our resolutions in that behalf, the said respective patrons thereof are desirous and have agreed that such their patronage shall be transferred in manner following, that is to say, the patronage of the said perpetual curacy of Christ Church to the Archdeacon of Gloucester, and the patronage of the said church of the Holy Trinity to the Rector of Trowbridge, and the patronage of the said perpetual curacy of Gildersome to the Vicar of Batley :

"We, therefore, humbly recommend and propose, with the consent of the Reverend William Pye, as Rector of Saperton aforesaid, the Reverend Charles Whateley, as Rector of Minchin Hampton aforesaid, and the Reverend Matthew Blagden Hale, as Perpetual Curate of Stroud aforesaid, and of the Right Reverend James Henry Bishop of Gloucester and Bristol, and the Venerable John Timbrill, Doctor in Divinity, Archdeacon of Gloucester aforesaid, testified by their having, respectively, signed and sealed this scheme, that the patronage and right of nomination or presentation of and to the said perpetual curacy of Christ Church,

Chalford, shall become and be transferred to, and absolutely vested in, the said John Timbrill, and his successors, archdeacons of Gloucester, for ever; and also with the consent of the said John Henry Duke of Rutland, and of the Right Reverend Edward Bishop of Salisbury, and the Reverend John D. Hastings, Rector of Trowbridge aforesaid, testified in like manner, that the patronage and right of nomination and presentation of and to the said church of the Holy Trinity shall become and be transferred to, and absolutely vested in, the said John D. Hastings, and his successors, rectors of Trowbridge, for ever; and also with the consent of the said James Thomas Earl of Cardigan and Thomas Earl of Wilton, and of the Right Reverend Charles Thomas Bishop of Ripon, and the Reverend Andrew Cassels, Vicar of Batley aforesaid, testified in like manner, that the patronage and right of nomination and presentation of and to the said perpetual curacy of Gildersome shall become and be transferred to, and absolutely vested in, the said Andrew Cassels, and his successors, vicars of Batley, for ever:

"And we further recommend and propose, that nothing herein contained shall prevent us from recommending and proposing any other measure respecting the matters to which this scheme relates, in conformity with the provisions of the said recited Act."

And whereas the said scheme has been approved by Her Majesty in Council; now, therefore, Her Majesty, by and with the advice of Her said Council, is pleased hereby to ratify the said scheme, and to order and direct that the same and every part thereof shall be effectual in law immediately from and after the time when this

Order shall have been duly published in the London Gazette, pursuant to the said Act; and Her Majesty, by and with the like advice, is pleased hereby to direct, that this Order be forthwith registered by the Registrars of the several dioceses of Gloucester and Bristol, Salisbury, and Ripon.

This day had audience of Her Majesty, the Count de Kilmansegge, Envoy Extraordinary and Minister Plenipotentiary from the King of Hanover, to deliver a letter from his Sovereign; and Monsieur Murphy, Envoy Extraordinary and Minister Plenipotentiary from the Mexican Republick, to deliver his credentials:

To which audiences they were respectively introduced by the Earl of Aberdeen, K. T. Her Majesty's Principal Secretary of State for Foreign Affairs, and conducted by Sir Robert Chester, Knt. Master of the Ceremonies.
