Proviso, An Act authorizing an appropriation for the purchase of the Vollbehr collection of incunabula Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That for the purpose of acquiring for the Library of Congress the collection of fifteenth century books known as the Vollbehr collection of incunabula and comprising three thousand items, together with the copy on vellum of the Gutenberg forty-two-line Bible known as the Saint Blasius-Saint Paul copy, there is hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $1,500,000, or so much thereof as may be recommended by the Librarian of Congress in an estimate submitted for the purpose. Approved July 3, 1930. 49 STAT. 1206 JOINT RESOLUTION To authorize the Librarian of Congress to accept the property devised and bequeathed to the United States of America by the last will and testament of Joseph Pennell, deceased. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Librarian of Congress, with the advice and consent of the Library of Congress Trust Fund Board and the Joint Committee of Congress on the Library, is hereby authorized to accept, on behalf of the United States, the property devised and bequeathed to the United States by the last will and testament of Joseph Pennell, deceased * * * upon the terms and conditions set forth in the said will, if, in their judgment, such acceptance would be to the best interests of the Library. SEC. 2. Should the property be accepted pursuant to the authority hereinbefore granted, the Librarian of Congress is hereby authorized and directed to do all acts necessary in connection therewith: Provided, however, That the Librarian of Congress shall Transfer of assets. transfer the assets of the "Pennell Fund" (as designated in the said will), to the Library of Congress Trust Fund Board for administration by the said Board. They are of considerable value in the literature of that subject and have a scientific as well as a social interest. 53 STAT. 572 An Act authorizing the Library of Congress to acquire by purchase, or otherwise, the pur Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Library of Congress is hereby authorized and empowered to acquire by chase, or otherwise, the whole, or any part, of the papers of Charles Cotesworth Pinckney and Thomas Pinckney, including therewith a group of documents relating to the Constitutional Convention of 1787, now in the possession of Harry Stone, of 24 East Fifty-eighth Street, New York, New York, and there is hereby authorized to be appropriated to the Library of Congress for that purpose not to exceed the sum of $37,500. No. 539, pp. 12-13] For the increase of collections of the Library, the sum of $358,000 is allowed consisting of $248,000 for the general collections, $90,000 for law, and $20,000 for the Supreme Court Reference Library. Eliminating nonrecurring items, this will permit an increase in the fund for general collections of $130,000 consisting of * * * $50,000 for the purchase of a collection of original papers of Abraham Lincoln put together by his law partner, Mr. Herndon. This collection consists of 12 original letters of Lincoln, 750 legal papers written or signed by him, and approximately 1,400 letters about Lincoln written to Herndon by persons from whom he made inquiries about Lincoln. The purchase of this collection is recommended by the Librarian and by the House Committee on the Library as constituting an important accretion to the Presidential papers in the Library. That the register of copyrights shall fully index all copyright registrations and assignments and shall print at periodic intervals a catalogue of the titles of articles deposited and registered for copyright, together with suitable indexes, and at stated intervals shall print complete and indexed catalogues for each class of copyright entries, and may thereupon, if expedient, destroy the original manuscript catalogue cards containing the titles included in such printed volumes and representing the entries made during such intervals. The current catalogues of copyright entries and the index volumes herein provided for shall be admitted in any court as prima facie evidence of the facts stated therein as regards any copyright registration. SEC. 57. That the said printed current catalogues as they are issued shall be promptly distributed by the copyright office to the collectors of customs of the United States and to the postmasters of all exchange offices of receipt of foreign mails, in accordance with revised lists of such collectors of customs and postmasters prepared by the Secretary of the Treasury and the Postmaster General, and they shall also be furnished to all parties desiring them at a price to be determined by the register of copyrights, not exceeding five dollars per annum for the complete catalogue of copyright entries and not exceeding one dollar per annum for the catalogues issued during the year for any one class of subjects. The consolidated catalogues and indexes shall also be supplied to all persons ordering them at such prices as may be determined to be reasonable, and all subscriptions for the catalogues shall be received by the Superintendent of Public Documents, who shell forward the said publications; and the moneys thus received shall be paid into the Treasury of the United States and accounted for under such laws and Treasury regulations as shall be in force at the time.
