Title 3 Compilations Title 3, 1938-1942-Compilation Title 3, 1971--Compilation Explanation This 1971 Compilation of Title 3 of the Code of Federal Regulations contains the full text of Presidential documents published during 1971. It is one of the volumes of a series which began with Proclamation 2287 of June 6, 1938, and Executive Order 7906 of the same date. The series has been continued by means of annual compilations and periodic cumulations. The entire series, as of January 1, 1972, is encompassed in the volumes listed on the opposite page. Title 3, as presented in the first edition of the Code of Federal Regulations (June 1, 1938) and until the revision as of January 1, 1965, consisted of the reference tables of Presidential documents cited or otherwise included in the Code of Federal Regulations, but did not contain the text thereof. The revisions as of January 1, 1965, and subsequent years, in addition to the reference tables, present a codification of certain regulatory Presidential documents. See the explanation to the current book. This 1971 Compilation of Title 3 is published pursuant to Part 30, of the regulations of the Administrative Committee of the Federal Register (34 F.R. 19106; 1 CFR Part 30). The contents of the Federal Register and of this compilation are by law prima facie evidence of the text of the original documents and are required to be judicially noticed (44 U.S.C. 1507, 1510). This compilation may be cited “3 CFR, 1971 Comp." Thus the preferred abbreviated citation of Proclamation No. 4026 appearing herein will be "3 CFR 1971 Comp., p. 17." January 3, 1972. FRED J.
