GRANTS TO ACIR FROM OTHER FEDERAL AGENCIES 1. Fiscal year 1964. $32,000 grant from Federal Executive branch to ACIR for projections of State and local government expenditure for ensuing 10-year period as part of overall study of growth of national economy. Project transferred to Council of State Governments, July 1964.

2. May 1967. $60,000 grant from Department of Housing and Urban Development for detailed examination of fiscal disparities in major metropolitan areas. Project completed October 1967. Findings reported in ACIR report, Fiscal Balance in the American Federal System.

3. June 1968. $7,500 grant from Department of the Treasury for printing additional copies of ACIR report, Fiscal Balance in the American Federal System.

4. June 1968. $5,000 grant from Economic Development Administration, Department of Commerce, to print additional copies of ACIR report, Urban and Rural America: Policies for Future Growth.

5. June 1968. $5,000 grant from Appalachian Regional Commission to print additional copies of ACIR report, Urban and Rural America: Policies for Future Growth.

6. May 1969. $75,000 grant from Urban Mass Transportation Administration, Department of Transportation, for development of criteria for measuring local fiscal capacity to meet urban mass transportation needs. Project completed January 1970 for total cost of $59,168; unused funds returned to UMTA. 7. March 1971. $10,000 grant from Law Enforcement Assistance Administration, Department of Justice, to print additional copies of ACIR report, State-Local Relations in the Criminal Justice System.

8. May 1971. $75,000 grant from President's Commission on School Finance for a study of State-local revenue systems and educational finance. Project completed in November 1971.

9. February 1972. $25,000 from the Domestic Council, Executive Office of the President, to study the potential for use of the Value-Added Tax. Project completed in December 1972. Report titled The Value-Added Tax and Alternative Sources of Federal Revenue.

10. February 1972. $54,000 from the Department of Health, Education and Welfare, Office of Education, to study alternatives to the property tax for financing elementary and secondary education. Project completed in December 1972. Report titled Financing Schools and Property Tax Relief A State Responsibility.

11. February 1972. $14,100 from the Department of Housing and Urban Development to develop a national urban growth policy. Project completed in June 1972. The information from this project can be found in Appendix B, City Financial Emergencies The Intergovernmental Dimension.

12. February 1972. $120,897 from the Department of Housing and Urban Development for an in depth analysis of substate regionalism. Project completed in January 1974. The project culminated in a series called Substate Regionalism and the Federal System, in six volumes.

13. July 1972. $57,330 from the Department of Health, Education and Welfare for the study of delivery of services as part of the substate study. Volume 4 of Substate Regionalism and the Federal System is the result of this research project.

14. March 1973. $10,000 from the American Revolution Bicentennial Commission to prepare an agenda for state and local governmental modernization. The agenda can be found in American Federalism: Into the Third Century.

15. May 1973. $29,000 from the Executive Office of the President, Domestic Council, to initiate ACIR monitoring of revenue sharing. Congress has appropriated funds for this to be an ongoing program of the Commission.

16. June 1973. $15,000 from the Department of Housing and Urban Development for printing additional copies of Substate Regionalism and the Federal System.

17. June 1973. $26,384 from the Department of Health, Education and Welfare to print additional copies of Volumes I and III of Substate Regionalism and the Federal System.
