AND DOCKS.

Washington, D. C., October 18, 1915. To Secretary of the Navy. Subject: Report of operations of the Bureau of Yards and Docks for

the fiscal year 1915.

The cost of the work performed during the fiscal year 1915 from appropriations under the cognizance of the bureau aggregated $6,346,373.92, divided as follows: Public works, $3,050,222.62; maintenance of yards and stations, $1,620,779.01; repairs and preservation, $1,079,934.04; contingent, $54,873.61; depots for coal, $540,564.64.

The expenditure of funds under the cognizance of other bureaus and the Marine Corps, but supervised by this bureau, were as follows: “ Equipment of vessels” (1914), $108,382.22; “ Engineering," $119,695.56; “High-power radio stations,” $175,399.57; “ Coal and transportation" (1914), $14.287.86; appropriations of the Bureau of Medicine and Surgery, $243,977.35; appropriations of the Marine Corps, $21.254.93.

The total cost of the work performed during the fiscal year under the supervision of the Bureau of Yards and Docks, as will be seen from the above-given figures, amounted to $7,029,371.41. Eightyfour public-works contracts were executed during the fiscal year, involving obligations amounting to $1,951,933.94.

DRY DOCKS.

No dry docks were begun or completed during the fiscal year. The only dry dock authorized or under construction, but not completed, is the dry dock at Pearl Harbor. Work on this construction was completely suspended from February 17, 1913, when the dock, in so far as it was then completed, failed. Work was not resumed until toward the end of November, 1914, when a radically different system of construction, as provided for in supplemental agreement executed November 19, 1914, was commenced. The execution of this agreement added $1,261,350 to the contract price for the dock, making the total obligation $4,442,115.43. The time allowed for the construction of the dock was extended by the terms of the agreement to June 30, 1918.

POWER PLANTS,

No power-plant projects of any importance were begun or completed during the fiscal year, and none are under construction. An increase in the boiler plant at the naval powder factory, Indianhead, Md., was, however, authorized, and plans were also drawn for mechanical stokers and accessories for the central power plant at the New York Navy Yard, designed to increase the capacity of the plant and to abate the smoke nuisance at that yard, caused by the necessity for operating the existing plant at overload much of the time. Heating-plant equipments were installed at the naval hospitals, Chelsea, Mass., Newport, R. I., and Mare Island, Cal., during

the year.
