This estimate does not take account of the provision of the act which says that we must give medical treatment and provide medical and surgical supplies and a great many other things. This figure of one-third is fixed in the light of experience, the estimate being that one-third of the men are entitled to make claims. PREMIUMS COLLECTED ON INSURANCE CONTRACTS. Mr. BYRNES. With reference to the insurance feature, what is the amount of the premiums you have collected as the result of insurance contracts? Mr. MACFARLANE. It is estimated that the amount of premiums deducted from the pay of soldiers to date amounts to about $200,000,000. Mr. BYRNES. Has that been turned over to you? Mr. MACFARLANE. No, sir; that is still in the hands of the War and Navy Departments. CLAIMS. Mr. BYRNES. Now, as to the claims against that fund, how much do you estimate that they will amount to? Mr. MACFARLANE. The total claims awarded to date on account of deaths amount to 35,884, for $303,279,000 of insurance, and 38 claims for disability have been allowed, amounting to $250,000 of insurance. It has been impossible up to this date to award all the claims on account of the men who have died in the service, but when all of those claims are received it is estimated that the commuted value of the insurance contracts, if paid in one sum, would amount to about $900,000,000. Mr. BYRNES. They are not paid in one sum? Mr. MACFARLANE. No, sir; the war-risk insurance act provides that the insurance shall be paid in monthly installments of $57.50 for each $10,000 of insurance for 240 months. Mr. BYRNES. Will your premiums enable you to pay in full the claims that will be awarded, according to your estimate? Mr. MACFARLANE. No, sir. The military and naval insurance appropriations will carry the bureau for perhaps two or three years, but after that date it will be necessary to ask Congress for appropriations to carry the losses incurred during the war, and those appropriations will probably be about $50,000,000 a year. Mr. MONDELL. And they will total how much? Mr. MACFARLANE. The total, if it runs for 20 years, would be $1,000.000.000. Mr. MONDELL. In excess of the premiums? Mr. MACFARLANE.
