The Answer to this Question depends on the meaning to be attached to the word "free". At present educational facilities provided to all children within the limits of the law as it stands.

G/Revata Vidyalaya Government Senior School, Balapitiya

Dr. Perera asked the Minister of Education: (a) Is he aware that the school building at building at G/Revata Vidyalaya Government Senior School at Balapitiya has not yet been constructed although funds provided in the Estimates as far back as 1953-54. (b) In view of the congested nature of the present buildings, will he take steps to have the new buildings put up without delay ? (c) Will he also take steps to have an H. S. C. class at this school?

The Hon. Dahanayake: (a) This is not correct. All buildings for the construction of which funds were provided have been completed. (b) The provision of additional buildings. has been noted for consideration and

will be taken up when funds permit. (c) Action is being taken to approve

H. S. C. Arts classes for this school

with effect from January 1, 1958.

Qualifications for Posts of Checking Officers, Ceylon Transport Board

3. Mrs. Kusuma Rajaratna asked the Minister of Transport and Works: (a) Is he aware that the Ceylon Transport Board has advertised in the Gazette of 11th October, 1957, the posts of Checking Officers, Grades I and II, and that the minimum educational qualification required is a pass in the S. S. C. (English) Examination and that in view of this those who have passed the S. S. C. (Sinhalese) are debarred from applying for these posts? (b) Is it the policy of the Government

[Mrs. Kusuma Rajaratna] that personnel of the Ceylon Transport Board should be recruited from the English-educated classes only? (c) If the answer to (b) is in the affirmative is it not contrary to the Sinhala Only Act? (d) If the Answer to (b) is in the negative how has the Ceylon Transport Board arrogated to themselves powers contrary to the policy of the Government by seeking to employ persons with S. S. C. (English) certificates only? (e) Will he instruct the Ceylon Transport Board to rescind this advertisement and call for applications from the Sinhalese S. S. C. educated youth?

Mr. Suntharalingam: Translate. Will the Hon. Minister give the English version also?

Mr. Vanniasingam: Might I also add, Mr. Speaker, that, especially in the case of Answers to Questions, we are entitled to have those Questions on record, because they relate to matters of policy and it will be very difficult for us, in the absence of the official translation being provided, to know what the Hon. Minister's replies are. Therefore it is very necessary that the English version should be given.

Mr. Speaker: I think it is a matter of practice to give the English version.

Mr. Abewickrama: (a) I am aware that the Ceylon Transport Board has,

by an oversight advertised the posts of Checking Officers, Grades I and II, specifying the Senior School Certificate (English) as the minimum

qualification. The Board has, how

ever, arranged to re-advertise these posts prescribing the Senior School Certificate, not only in English, as the minimum qualification. (b) It is not the policy of Government that

Dr. Perera asked the Minister of Health: (a) Is she aware that during the months of September and October, 1957, there have been insufficient stocks of milk and sugar at the Yatiyantota Store and as a result some milk centres in the Ruwanwella area have not been supplying milk to the children? (b) What is the reason for the failure to provide adequate

Summons in Tamil on Mr. H. W.

Edwin of Madakumbura

5. Mrs. Rajaratna asked the Parliamentary Secretary to the Minister of Justice: (a) Is he aware that a Village Tribunal summons written in Tamil was served on Mr. H. W. Edwin of Madakumbura, a village consisting of 100 per cent Sinhalese residents, and that Mr. Edwin had to go 3 miles to find out what was written on the summons? (b) Is it the policy of the Government to serve Sinhalese people with summons in Tamil? (c) If the Answer to (b) is in the negative will he cause disciplinary action to be taken against the officer who was responsible for this?

Mr. M. Samaraweera (Parliamentary Secretary to the Minister of Justice and Acting Parliamentary Secretary to the Minister of Home Affairs: (a) නැත. නඩුවේ නොම්මරය, එය පවරණ ලද දිනය සහ එය පවරා ඇති උසාවියේ නම ආදී කරුණු නොමැතිව චෝදනාව ගැන කරුණු සොයා බැලිය

(a) No. It is not possible to verify the allegation without further particulars, such as, the number of the case, the date of its institution and the name of the Court wherein it was filed. (b) No. (c). In view of the Answer to (a), does not arise at this stage.

Irrigation Department Mechanical Workers' Union

6. Dr. Perera asked the Minister of Finance: (a) Is he aware that the Irrigation Department Department Mechanical Workers' Union applied for recognition of the Union in April, 1957 ? (b) What action has been taken on this application? (c) What is the reason for the delay in recognizing this Union?

The Hon. Stanley de Zoysa (Minister of Finance): (a) Yes. (b) The Department of Irrigation was asked to report whether the membership of the Union comprised at least 40 per cent of those eligible to join the Union since this is a condition of Treasury recognition. The Department has not been able to do so yet. (c) I am inquiring into the reasons for the delay in furnishing this information.

Mr. C. Suntharalingam (Vavuniya) I rise to a Point of Order. Mr. Speaker, I was surprised to find on the Order Paper today a Motion to suspend Standing Order No. 24. I searched the Order books to find out whether any notice had been given, at least, in one Order Book. Even that has not been done. I raised this Question with you in your Chambers this morning and, consequent on my undertaking, I am raising this Point of Order.

The Point of Order is that there can be no Motion for the suspension of a Standing Order except in terms of Standing Order 132. Standing Order No. 132 reads as follows:
