Statement by Secretary of Commerce, Hon. Henry A. Wallace, before III NATIONAL SCIENCE FOUNDATION ACT TUESDAY, MAY 28, 1946 HOUSE OF REPRESENTATIVES, SUBCOMMITTEE ON PUBLIC HEALTH, COMMITTEE ON INTERSTATE AND FOREIGN COMMERCE, Washington, D. C. The subcommittee convened at 10 a. m., pursuant to call, the Honorable J. Percy Priest, chairman of the subcommittee, presiding. Mr. PRIEST. The subcommittee will come to order. We have met this morning for hearings on the bill, H. R. 6448, introduced by Mr. Mills of Arkansas. The Chair would like to state and make it a matter of record at this point that other related bills that have been introduced back over a period of some time have been referred to this committee-two of them by Mr. Randolph, another by Mr. Mills, and one by Mr. Gossett. The hearing today will be on H. R. 6448, and these other bills are simply made a matter of record. It has always been the custom of this subcommittee to hear Members of Congress who are present in the beginning if they care to make a statement at this time. I see the gentleman from Ohio, Mr. Jenkins, is present, and I wonder if he would care to make a statement at this time. STATEMENT OF HON. THOMAS A. JENKINS, A REPRESENTATIVE IN CONGRESS FROM THE STATE OF OHIO Mr. JENKINS. I would hesitate to make a statement on as complex a subject as this bill deals with. In other words, I would not presume to enter the field with the scientists but I know enough about their work to say that I surely am on their side; and that is about as much as I can say. Mr. PRIEST. We certainly thank you, and we are glad that you are here this morning. Mr. Mills, the author of the bill, will appear later on the program and discuss his bill more in detail, and we are very happy to have you gentlemen here. We will insert into the record at this point a copy of the bill, H. R. 6448, and then we will hear the statement of Dr. Bowman. (The bill is as follows:) [H. H. 6448, 79th Cong., 2d sess.] A BILL To promote the progress of science and the useful arts; to secure the national defense; to advance the national health, prosperity, and welfare; and for other pur poses Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, in order to secure the full development 1 |
