5. National matches.-The Ordnance Department will furnish on requisitions from the ordnance officers of division, departmental, and Army competitions and of the national matches, the small-arms ammunition required, and on requisitions from the team captains, ammunition for use in selecting and training the members of the Infantry and Cavalry teams for the national matches, not to exceed 75,000 rifle ball cartridges for each team and 500 revolver or pistol ball cartridges for each member of each team who participates in revolver or pistol practice.

6. Arms.-(a) For the prison guards at the United States military prisons named above repeating shotguns are provided and the annual allowance of $1.30 authorized is for instruction in the use of the repeating shotgun.

(b) Gallery practice rifles.—The allowances of gallery practice rifles and cartridge holders to troops equipped with the rifle are as follows:

(c) Shotguns for hunting purposes will be issued only to troops stationed in Alaska.

7. The issue of bench reloading tools to post and camp ordnance officers has been discontinued.

S. Empty cartridge cases.--(a) Each troop, company, or other organization will be authorized to expend, in addition to the allowance authorized in paragraph 4 (a), smallarms ammunition to the value of the following articles transferred as prescribed hereinafter: The value of each metallic packing box and zinc-lined wooden packing box

for ball cartridges, caliber .30, model of 1906, in good condition, i. e., complete with zinc lining and in good enough condition to be used again for packing ammunition, is 25 cents; as the tearing-off strip can not be used again and is of no value, it should be detached from the box; no allowance will be made for boxes not in good condition, or for packing boxes other than those above mentioned. The value of empty cartridge cases, caliber .30, model of 1906, of Frankford Arsenal manufacture, decapped, cleaned, and in first-class condition, suitable for reloading, is 14 cents a pound. The value of clips and all scrap cartridge cases, including caliber .30 cartridge cases, injured, soiled, corroded, or not decapped, all guard cartridge cases, all blank cartridge cases, and all revolver and pistol cartridge cases, is 10 cents a pound. The value of side-opening bandoleers, in good condition, without cartons, is 3 cents each. The value of side-opening bandoleers, in fair condition, is 2 cents each. The paper cartons will not be shipped to an arsenal; they should be removed from the bandoleers before shipment is made. Bandoleers not included above are of no value and will not be shipped to an arsenal. The weights of cartridge cases and clips by the thousand are given under (f) of this paragraph. The empty cartridge cases, metallic packing boxes, zinc-lined packing boxes, bandoleers, and clips which may be turned in under this authority are limited to those pertaining to the ammunition that has been furnished by the Ordnance Department for the U. S. rifles and carbines, caliber .30, and for the revolvers, calibers .38 and 45, and automatic pistol, caliber .45, in the hands of the Army or of the Organized Militia. The metallic packing boxes in which ammunition is issued are required to be regularly invoiced, receipted for and accounted for on the property returns separately from the ammunition, and do not form a part of the authorized unit accountability equipment of an organization. When such boxes are issued with ammunition furnished by a supply officer to an organization provided with unit accountability equipment, these boxes while in the possession of the organization will be held on memorandum receipt from the ordnance supply officer, and when emptied or no longer necessarily required by the organization will be returned to the supply officer. That

officer will furnish to the organization commander for his use as a basis for the expenditure of additional small-arms ammuntion, as authorized above, a certificate showing the number and condition of the boxes turned in.

In cases where organizations provided with unit accountability equipment require, for use when changing permanent station, any of the metallic packing boxes which are held by them on memorandum receipt, the accountable officer at the station from which the organizations are leaving will invoice these articles to the accountable officer at the new station, and transfer the memorandum receipts covering the articles to the latter officer.

(b) On the completion of the target practice or other authorized occasion for the expenditure of ammunition and at the conclusion of all competitions, including the practice of the Army teams in preparation for the national matches, the fired cartridge cases, zinc-lined wooden packing boxes, bandoleers, and clips will be promptly turned over and invoiced by the commanding officer of the organization to the ordnance officer of the nearest post or camp, after carrying out the following instructions:

As soon as practicable after the completion of the firing, decap the cartridge cases and throw them into water. The cleaning will be much facilitated if this is done immediately after firing. Then thoroughly clean the interior of each case with a brush wiper or a piece of rag on the end of a wiping stick, dry, and pack loosely in empty ammunition boxes.

Empty cartridge cases will be packed in ammunition boxes under the personal supervision of a commissioned officer of the organization, who will see that no ball cartridges or extraneous materials are packed in the boxes containing empty cartridge cases. The issuing officer will certify on the invoices (under which the property is turned in to the post ordnance officer) that this action has been taken. For the purpose of identification, the name of the organization will be placed on the outside of each box and also on the inside of the lid of each box. Post ordnance officers will not receive boxes of empty cartridge cases from organization commanders unless the invoice covering the property contains the certificate as set forth above.

(c) Ordnance officers of posts and camps in the United States, the Canal Zone, Porto Rico, Hawaii, and Alaska, upon the accumulation of 300 pounds of empty cartridge cases, will ship them, together with such number of bandoleers and clips as are on hand, by freight to the commanding officer of the Frankford Arsenal, Frankford, Pa., from whom they will receive receipts as authority for dropping these cartridge cases, packing boxes, bandoleers, and clips from their property returns. In the Philippine Department all empty cartridge cases, packing boxes, bandoleers, and clips will be invoiced and shipped to the commanding officer of the Manila Ordnance Depot, who will issue the proper receipts therefor. Empty cartridge cases and clips will be invoiced in all cases by weight instead of number. Organizations will save the packing boxes in which the ammunition is received, and will pack the empty cartridge cases, bandoleers, and clips in those boxes before turning them over to the ordnance officers of posts or camps. Care will be taken that the zinc lining of the wooden boxes is not injured; the lining, except the tearing-off strip, will be retained in the box when the empty cartridge cases, bandoleers, or clips are packed therein. Bandoleers and clips which are to be turned in will not be packed in boxes containing empty cartridge cases. Where bandoleers and clips are packed in the same box, the clips will be wrapped separately in paper. The invoices from post ordnance officers to arsenals will show the amount and kind of each class of material and the price allowed to organizations for each item on the invoice. Each item on the invoice will be packed separately to facilitate checking upon receipt. In order to locate the responsibility for turning in ball cartridges along with empty cases, the post ordnance officer will exercise care that cases turned in by any organization are not mixed with those turned in by any other organization.

(d) The adjutants general of the various States and Territories and the commanding general of the District of Columbia Militia will be permitted to turn in the empty cartridge cases, empty packing boxes, bandoleers, and clips mentioned in clause (a) of this paragraph, and will receive in exchange therefor ammunition of the kind desired to the value of the material turned in. The empty cartridge cases,

empty packing boxes, bandoleers, and clips turned in by the various States and Territories or by the District of Columbia Militia should be shipped by the adjutants general of the States or Territories or by the commanding general of the District of Columbia Militia as follows:

From the States of Washington, Oregon, Idaho, California, and Nevada, and the Territory of Hawaii to the commanding officer, Benicia Arsenal, Benicia, Cal.

From the remaining States and Territories west of the Mississippi River and from Wisconsin and Illinois to the commanding officer of the Rock Island Arsenal, Rock Island,

Ill.

From the remaining States and the District of Columbia to the commanding officer of the Frankford Arsenal, Frankford, Pa.

(e) In submitting requisitions for ordnance stores for small-arms target practice, and in expending the stores, commanding officers of organizations will be guided by the following prices:
