3. The following-named structures at the garrisoned posts mentioned hereinafter are not declared as national monuments, but are to be marked by appropriate markers as being places of historic interest, and are to be cared for by the regular garrisons or care-taking detachments, the commanding officers of the posts concerned being enjoined to consider the importance of the preservation of the structures in the event that the demands of future construction may seem to require their demolition:

4. The respective military authorities that are in control of the landmarks, structures, and reservations declared as national monuments in paragraph 2 of this bulletin, will give to them such care and protection as may be possible by the utilization of material and labor at hand, without extra expense to the War Department.

Under the authority conferred by section 96 of the act of Congress approved January 12, 1895, contracts have been awarded by the Postmaster General for supplying the several executive departments of the Government with envelopes during the four years, July 1, 1915, to June 30, 1919. With a view to securing economy in the public expenditures, requisitions for envelopes for the use of the Army will be limited to those described in the following schedule.

The following are authorized to order envelopes directly from the contractors and to make payment for the same under the terms of the contracts:

QUARTERMASTER CORPS.

Depot quartermaster, Army Building, New York City.

MEDICAL DEPARTMENT.

Officer in charge Medical Supply Depot, No. 543 Greenwich Street, New York City.

CORPS OF ENGINEERS.

All disbursing officers of the Corps of Engineers and the supervisor of the Harbor of New York.

SIGNAL CORPS.

Disbursing officer, Signal Corps, War Department, Washington, D. C.

ORDNANCE DEPARTMENT.

Officer in charge of issues in the office of the Chief of Ordnance, War Department, Washington, D. C., and commanding officers of ordnance stations in the United States.

No job printing for envelopes other than that authorized by paragraph 836, Army Regulations, will be allowed, but in order to facilitate business, such inexpensive rubber stamps as are absolutely necessary for use in the event of a change of station or address may be provided. [1037648 AM. S. O.]
