will cause to be overdrawn any amount so granted for a specifically stated purpose; but by vote of the common council any money or a part thereof granted for one specific purpose may be transferred for use by the commission for a different purpose. Any indebtedness incurred, contract entered into or order given which overdraws the money granted by the common council for any specific purpose, contrary to the provisions of this section, shall be absolutely void and ineffectual against the city.

§ 4. The said commissioners shall hold their first meeting within thirty days after this act takes effect, at the mayor's office in said city, and shall hold regular meetings at least once a month, at such times as may be fixed by their rules.

§ 5. Said commission shall, in the month of January every year, make to the common council of said city a full report of its proceedings and work and a detailed statement of all its receipts and expenditures for the preceding fiscal year, and such report and statement shall be entered in the journal of the board of aldermen and printed in its minutes.

§ 6. The office of any one of said commissioners who shall fail to attend the meetings of the commission for three successive months, without reason therefor satisfactory to the mayor or without leave of absence from the commission, shall be deemed vacant and the vacancy shall be filled by the mayor.

§ 7. All acts or parts of acts inconsistent with this act are hereby repealed, but no provision of any statute shall be deemed repealed or abrogated by this act except so far as such provision shall be in conflict herewith,

§ 8. This act shall take effect immediately.

The stenographer of the county court of Albany county shall receive a salary of two thousand dollars' per annum, together with his necessary expenses for stationery to be paid by the treasurer of said county of Albany, in equal monthly instalments on the certificate of said judge of Albany county that the services have been actually performed, or the expenses necessarily incurred. § 2. AN ACT to legalize the acts and proceedings of the town of North Hempstead, in Nassau county, at a town meeting held April six, nineteen hundred and nine, and of the board of supervisors of said county and the officers and agents of said board, town or county, subsequent thereto, relative to improving property of said town at the public landing at Roslyn, and the issuance and sale of bonds of said town therefor; also to validate said bonds, authorize their issuance, sale, resale and delivery and provide for their payment by a tax in said town.
