Nevada County, the rate of such special tax so voted; whereupon it shall be the duty of such officer or officers to extend such tax on the tax books of said county and collect the same in the manner now provided for by law for collecting such taxes, and pay the same into the county treasury to the credit of said school district.

SECTION 5. The directors of said special district are hereby authorized and empowered to draw warrants for all legitimate purposes and expenses of said district on the treasurer of said county.

SECTION 6. The directors of said district shall make the annual enumeration of the children of scholastic age, in said district, as now required, or as may be hereafter provided for by law, and shall report the same to the county examiner of said county, and when the common school funds are annually apportioned, said district shall be apportioned according to the number of such children so returned in said district.

SECTION 7. This act shall take effect and be in force from and after its passage.

AN ACT to license the graduates of the Normal Department of the University of Arkansas, to teach in the public schools of the State.

SECTION

I. Diplomas issued by teachers' training department of the University equivalent to license for certain period to teach in any public school of the State.

Laws in conflict repealed; Act in force from passage.

Be it enacted by the General Assembly of the State of Arkansas.

SECTION I. That the diplomas from the teachers' training department of the University of Arkansas shall be equivalent to a teacher's professional license, which shall entitle the holder thereof to teach in any public school of the State of Arkansas for a period of six years from and after date of issue, and after the expiration of that time said diploma may be converted into a life certificate, provided the work done by the holder thereof and his or her moral character meet with the approval of the State Superintendent of Public Instruction.

SECTION 2. That all laws in conflict herewith are hereby repealed, and this Act shall be in force from and after its passage.

ACT 344.

AN ACT to appropriate money to care for Camp Nelson Graveyard, Lonoke County.

SECTION

1. Appropriates $1,000 for the care of Camp Nelson graveyard, Lonoke County.

2.

Names trustees to use funds appropriated.

3. Laws in conflict repealed; Act in force from passage.

Be it enacted by the General Assembly of the State of Arkansas.

SECTION I. The sum of one thousand dollars is hereby appropriated out of any money in the State treasury not otherwise appropriated, to be used by a board of trustees

in the care and preservation of Camp Nelson Graveyard, in Lonoke County, which cemetery contains the graves of many Confederate soldiers, and has been sadly neglected.

SECTION 2. T. J. Young, W. F. Gibson and Grandison Apple are constituted a board of trustees whose duty it shall be to judiciously and honestly use the funds appropriated for the care and preservation of the said Confederate graveyard. In case of a vacancy occurring in the board the remaining members thereof may elect some one to fill the same.

SECTION 3. All Acts in conflict with this Act are hereby repealed, and this Act shall take effect and be in force from and after its passage.

AN ACT to amend section 3508 of Kirby's Digest.

SECTION

I.

Fixes the fees to be allowed county treasurers.

2. Laws in conflict repealed; Act in force from passage.

Be it enacted by the General Assembly of the State of Arkansas:

SECTION I. The county treasurer shall be allowed fees as follows: In all cases where the amount received does not exceed one thousand dollars in any one year four per centum on all sums over one thousand not exceeding two per centum, to be paid out of the respective funds. Provided, That if any county treasurer shall have taken commissions from any particular fund, the same shall not be subject to commission in the hands of his successor in office.

SECTION 2. All laws and parts of laws in conflict with this Act are hereby repealed, and this Act take effect from and after its passage.

AN ACT to license peddlers, hawkers, agents and manufacturers, to provide for punishment of same unless licensed and for other purposes in Chicot, St. Francis, Cross, Jefferson, Johnson, Mississippi, Pope, Phillips, Faulkner, Pike, and Lonoke Counties.

SECTION

I.

Peddlers of certain goods, wares, etc., must obtain license to ply their avocation in the counties of Chicot, St. Francis, Cross, Jefferson, Johnson, Mississippi, Pope, Phillips, Faulkner, Pike and Lonoke from the county clerk of the respective counties. Does not apply to resident merchants in the counties named. License tax $300 in each of the counties named per annum. Violation of Act a misdemeanor; penalty therefor.

Be it enacted by the General Assembly of the State of Arkansas.

SECTION 1. Before any [person], either as owner, manufacturer or agent, shall travel over or through Chicot, St. Francis, Cross, Jefferson, Johnson, Mississippi, Pope, Phillips, Faulkner, Pike and Lonoke Counties and peddle, hawk, sell barter or exchange any lightning rods, steel stove ranges, clocks, watch, pump, gate, buggy, carriage or other

vehicle, sewing machine, picture frames books or either of said articles or any goods wares or merchandise of any kind, nature or description he shall procure license as hereinafter provided from the county clerk of such county authorizing such person to conduct such business, provided nothing in this Act shall apply to a resident merchant with a fixed place of business in Chicot, St. Francis, Cross, Jefferson, Johnson, Mississippi, Pope, Phillips, Faulkner, Pike and Lonoke Counties. Any person before engaging in the sale of such articles as mentioned above shall pay into the county treasury of such county the sum of three hundred dollars taking the receipt of the treasurer therefor, which receipt shall state for what purpose the money was paid. The county clerk of such county upon the presentation of such receipt shall take up the same and issue to such person a certificate or license authorizing such person to travel over such county and sell such article or articles for a period of one year from the first day of January preceding the date of such license, any person who shall travel over such county and sell, hawk, peddle, barter or exchange or offer to sell, hawk, peddle, barter or exchange any of the above enumerated articles without first procuring a license herein provided for shall be deemed guilty of a misdmeanor, and upon conviction shall be fined in any sum not less than three hundred dollars nor more than five hundred dollars, and each sale, barter or exchange shall be deemed and held to be a separate offense; provided, nothing in this Act shall be so construed as to affect regular salesmen or drummers from soliciting and accepting orders for goods, wares and merchandise other than those specifically above enumerated or the sale of country produce; provided, further, the provisions of this Act shall only apply to the counties of Chicot, St. Francis, Cross, Jefferson, Johnson, Mississippi, Pope, Phillips, Faulkner, Pike and Lonoke, provided nothing in this Act shall be so construed as to affect any ex-Confederate soldier.
