In compliance with a resolution of the House, a copy of the evidence taken by the board of navy officers for investigating the condition of the navy yards.

SIR: I have the honor to acknowledge the receipt of the resolution of the House of Representatives of March 1, 1860, requesting the Secretary of the Navy to transmit to the House the "evidence taken by the board of navy officers for investigating the condition of the navy yards," and also the resolution of the House of Representatives of April 6, 1860, "that the Secretary of the Navy, in replying to the resolution of this House of March 1, 1860, calling for the evidence taken by the board of navy officers for investigating the condition of the navy yards, be requested to transmit also the action of the Navy Department thereon
A copy of the order of the department of April 1, 1859, appointing the board and directing the investigation, and of the evidence taken by it at each of the navy yards which were to be examined, is herewith transmitted. Its report was sent to the House in answer to its resolution of February 16, 1860. So far as the report recommended the relinquishment of important powers of the department to its subordinates, or a more complete subjection of the civil to the naval branch of the service, or the transfer of the appointment of master mechanics employed in the construction of ships-of-war to those whose profession it is to navigate them, the department did not concur in it. It was deemed but just to the master mechanics that they should have the position of holding their appointments directly from the head of the department. Having thus far dissented from the recommendations of the board, the department applied the most effectual corrective to all
