Superintendent Lincoln in his annual report renews the recommendation made in a former report that the work required for the completion of the institution be done by days labor, employing the boys as far as practicable, under the supervision of the officers, rather than by contract; and says: “I make this recommendation for two reasons-its educational value to the boys and that of economy.
