Rules 13 or 14, such sum of L. 5, with all other arrears, shall be deducted from the amount of equivalents he may then be entitled to receive.

11. Members may, before the period when they become free, pay up the equivalents in Tables I. and III., by quarterly instalments, and, in that case, shall thereafter be allowed a corresponding deduc tion of their increased contributions, at the rate of 1d. per quarter for every 5s. of equivalents that may have been paid; but, after the expiry of 18 months from the date of entry, no farther partial payments shall be taken, and the proportional increased contributions must continue to be paid, until the balance of equivalents be at once discharged.

12. No member shall be entitled to the allowances till he has been in the Society, and contributed to its funds, for eighteen months, and has then cleared all arrears, with the exception of equivalents; neither shall any entrant above 45 years of age even then be entitled to the allowances, unless he shall have reduced his equivalents equal to the sum payable by an entrant at 45 years of age.

13. Any member who has paid his equivalents, and who, upon leaving Scotland, may wish to withdraw from the Society, shall be entitled, upon paying all his arrears, and resigning all farther claim upon the funds, to receive a sum equal to three-fourths of the equivalent money in Tables I. and III., (whatever may have been his age at entry,) corresponding to his age at the time of leaving the Society: Also, any member similarly situated, but who has not paid up his equivalents, shall be entitled to the same proportion of the equivalents, after deducting the sums which he ought to have paid at the time of his entry.

14. Any member entering the Army, regular Militia, or Royal Navy, or pressed into the Royal Navy, shall, upon being called into service, be no longer connected with the Society; but shall receive a sum, after deducting all arrears, equal to three-fourths of the equivalents corresponding to his age at the time.

15. Should any member die before becoming free, or entitled to the benefits of the Society, all sums of entry-money, equivalents, and quarterly contributions, formerly paid by him, shall be repaid to his widow, or other legal representatives, under a deduction of 7s. 6d. Sterling.

16. In order to preserve the Funds in such a state that they shall always be equal to meet the claims upon them, and to hold out a fair security to new entrants, they shall be balanced at the end of every second year; and if any deficiency appear, to the extent of one shilling for each member, it shall be levied from all the members along with their next quarter's contribution. с 2

17. Should a surplus fund at any time arise, beyond what is stated in the Tables of Equivalents or individual stock, it shall not be appropriated to any purpose whatever, but shall be allowed to remain, and accumulate, in order to provide for the increased demands of such of the members as may survive 70 years of age, as, from the peculiar circumstances of this Society, no extra provision has been made beyond that age.

18. Every entrant shall produce a regular certificate of his age at the time of his entry; or, if such a certificate cannot be procured, Buch other evidence as shall be deemed satisfactory by the Committee of Management, and afterwards by a majority of the Members composing the next Quarterly Meeting.

19. The above Eighteen Rules, having been framed upon the most mature deliberation, with the advice and assistance of a professional Accountant, are hereby declared to be FUNDAMENTAL Laws, which shall neither be altered, nor any law made to affect their meaning, in so far as regards the above rates of contributions and allowances, unless intimated in terms of the act of Parliament, (See Extracts, p. 41. sect. 3.),-upon the report of an Accountant,—and with the consent of a majority of three-fourths of the members, either personally present or by proxy, at the Meeting when such new law or alteration is to be finally discussed and passed.

II. ENTRANTS.

20. THAT every candidate for admission into this Society must appear and be recommended by one member at a Committee Meeting,-be again recommended by the Committee to the next Quarterly Meeting, and, if no objection be stated, he shall then be admitted a member.

21. Any member may, without assigning a reason, object to the admission of a candidate at the Quarterly Meeting; in which case a vote of the Society shall be taken; but, should a majority of two-thirds of the members declare in his favour, he shall then be admitted a member.

22. The Preses shall always inquire at the candidates, in presence of the meeting, if they be free from all old sores or complaints, which may tend to prevent them from following their usual employment.

23. Every member shall receive a copy of the Laws at entry, and pay such a sum for it as the Society may appoint; and shall likewise sign another copy, to be kept by the Society.

24. After a member has been 18 months in the Society, and paid all arrears (equivalents excepted), he shall, if in town, appear per

sonally at a Quarterly Meeting, and claim a certificate or card of freedom, to entitle him to the benefits of the Society.

25. The Preses shall intimate such claim to the Meeting, and, if no objection be made to the truth of the statement relative to the health or age of the applicant at the time of his original entry, a card of freedom, signed by the Preses, Treasurer, and Clerk, shall then be delivered to him.

26. Any member in the country, or at a distance from Edinburgh, shall likewise claim his card of freedom, by letter or agent, which shall be granted him upon the conditions specified in Rules 24 and 25. 27. No member shall be entitled to the benefits of this Society, until he has obtained such certificate or card of freedom.

III. MEETINGS.

28. THAT the Quarterly Meetings, for transacting the ordinary business of the Society, shall be held on the third Mondays of May, August, November and February; and the Committee Meetings on the Mondays preceding.

29. Twenty members, including those present of the Committee of Management, shall be a quorum at all Quarterly or General Meetings, while the Society consists of less than fifty members, and this quorum shall be increased by one for every ten members that may be afterwards added to the roll :-seven of the Committee of Management, however, shall be a quorum at all Committee Meetings.

30. Should there not be the stipulated quorum of members present at any General or Committee Meeting, no business shall be transacted; but the Meeting adjourned until a future day, of which notice must be again given to the members.

31. The Preses may call a General or Committee Meeting whenever he shall think proper; and any six members may, by a signed requisition to the Preses, stating fully the object in view, order a General Meeting to be called; or any three members may, in the same way, order a Committee Meeting to be called; and, in either case, the Preses is hereby authorised and required to call such meeting.

32. The business of all Society and Committee Meetings shall be gone through as follows: 1st, The Roll called; 2d, Candidates recommended, and other general matters disposed of; 3d, Money collected, if quarter-day; and, lastly, the Committee-roll called.

33. No office-bearer shall leave the meeting after the roll is called without liberty from the Preses, and should there be any business intimated in the schedule that may require discussion, and a vote of the Society, no member shall be allowed to leave the meeting without stating a sufficient reason, and obtaining leave from the Preses.

34. Should the Preses be under the necessity of leaving the meeting, the former Preses, or a Member of Committee, shall take the Chair till he return, and proceed with the business of the Society.

35. Intimation shall be given to the members twenty-four hours previous to all Quarterly, Extraordinary, and Committee Meetings, by printed notices being sent to one member in each printing-office in Edinburgh, who shall communicate it to the other members in the same office.

36. Every member shall be held to be acquainted with the dates of the stated Quarterly and Committee Meetings; and it shall therefore be no valid objection or excuse for absence, that any individual did not receive intimation.

37. At all General and Committee Meetings, the members shall behave in a peaceable and orderly manner,-keeping their seats, and paying proper attention to the business before them.

38. No member shall introduce any subject unconnected with the purposes for which this Society is hereby declared to have been instituted ; and no member shall introduce any matter not immediately connected with the business under discussion.

39. Every member shall, while speaking, address himself to the Preses, standing and uncovered; and no member shall speak above twice on the same subject during the night, unless liberty be obtained, or an explanation called for, from the Chair.

40. Should two members rise at one time to address the Preses, the senior member shall have the preference; but no Member shall be allowed to interrupt another, or deliver his opinion, till the preceding speaker has taken his seat.

IV. OFFICE-BEARERS.

41. THAT the Committee of Management shall consist of Fourteen Members, viz. a Preses, Treasurer, Clerk, and Eight Managers, with the Preses, Treasurer, and Clerk, of the former year.

42. The Preses, Treasurer, and Clerk, shall be elected at the head Quarterly Meeting in May, by an open vote of the Society, and shall respectively perform the duties of their office during one year, and assist their successors for another year; and in no case shall a Preses, Treasurer, Clerk, or Manager, continue longer in office than two years successively.

43. At the head Quarterly Meeting also, Four of the Eight Managers shall retire from office in rotation, and their place be supplied by other four, two being taken from the top and two from the bottom of the roll yearly, until both meet in the centre; which

eight Managers shall, alternately and monthly, perform equally the duties of their office for two years; with this difference only, that the four senior Managers shall also assist the Treasurer and Clerk at the Quarterly Meetings in collecting the money, &c.

44. All the office-bearers shall perform the duties of their tive offices, without any fee or reward whatever.

45. Should any member be elected to the office of Preses, Trea surer or Clerk, in his absence, and not have appointed any one to answer for him at the meeting, his election shall be intimated to him next day by the Clerk; and should he, within twenty-four hours thereafter, intimate his non-acceptance of said office, another shall be appointed at next Quarterly Meeting, until which time the former Preses, Treasurer or Clerk, shall continue to act, and, on that account, shall be exempted from office a year longer than specified in Rule 46; while the member refusing to act, shall, besides the stipulated fine, be liable for office a year sooner than mentioned in said rule.

V. EXEMPTIONS.

46. THAT no member who has served either as Preses, Treasurer, or Clerk, shall be again liable to serve in any office until the expiry of four years after he has ceased to be a member of Committee; no Manager shall be liable to serve in any office until the expiry of three years thereafter; and no Auditor until the expiry of two years thereafter, except with his own free will.

47. Should any member prefer paying the stipulated fine for non-acceptance of the office of Preses, Treasurer or Clerk, he shall be again liable to serve in three years thereafter, and should any member pay the fine for the office of Manager, he shall be liable in two years thereafter.

48. Should any member have served in the office of Preses, Treasurer or Clerk three times, and in that of Manager four times, he shall never be again liable to serve in these offices without his own consent; and neither shall any member above sixty years of age be liable to serve in any office, unless also with his own consent.

49. Unfree members and apprentices shall be exempted from office; and members liable to serve, but residing at a distance of six miles or upwards from Edinburgh, shall pay the sum of 18. annually for being likewise exempted.

VI. DUTIES OF OFFICE-BEARERS.

50. THAT the Preses shall convene, or give orders for convening, all Quarterly, Extraordinary, and Committee Meetings,preside and keep order in all such Meetings,-have the casting
