The Committee recommends the adoption of the following resolution:

Resolved, That the New York State Bar Association adopt the following schedule of minimum rates to be charged by all members of said Association for the collection of claims and accounts, to wit:

15% on the first $300.

8% on the excess of $300 to $1,000.
4% on the excess of $1,000.

Minimum fee $5.00.

Minimum fee for suit $7.50. Commissions as above to be added; but total in no case to be over half the claim.

And be it Further Resolved, That the members of said Association shall not handle any claims or accounts for collection for a fee or charges less than the minimum specified in the aforesaid schedule.

Mr. President, I would offer an amendment that the resolutions be referred to the Executive Committee.

Charles A. Boston, of New York:

I second that motion. I may say that the Commercial Law League of America has done me the honor to an honorary member, and I have the highest respect for it; but it seems to me that it is very questionable whether this is a matter upon which the New York State Bar Association should take any action. It appears to me to be a local question, and I have looked through this long list of associations which have approved this minimum schedule of rates, and I find only three state associations that have acted in favor of it. I am not advised, though, that any have acted in opposition to it. The more I think about it the more I am impressed with the idea that it is a matter which should not be impressed upon the local bar by the recommendation of such an Association as this. It appeals to me as being a matter that is beyond the scope of the real activities of this Association and for that reason I seconded the motion that this be referred to the Executive Committee.

It is moved and seconded that the resolution be referred to the Executive Committee. All in favor of that motion will saye aye; opposed, no. The ayes have it and it is so referred. Next in order is the Report of the Committee on Legal Biography.
