I apologize for being late, but a good friend of mine, Mort Silverman, who was the national chairman of AIPAC, passed away last night, and I just got the word this morning. We're very sorry to learn that news, and extend our sympathies to his wife and his family. The committee meets this morning to begin consideration of the administration's foreign assistance authorization requests for supplemental fiscal year 1984 and fiscal year 1985. On February 21, Mr. Broomfield and I introduced by request H.R. 4873, which includes the administration's worldwide program requests for security and development assistance, except for Central America.1 The administration's request for Central America was introduced separately and is contained in H.R. 4874. What we want to do today is to go through the bills, and have the administration explain its requests to the committee. Following that, we will hear the reports of the subcommittees with respect to their recommendations. From the administration, we have here today Hon. William Schneider, Under Secretary of State for Security Assistance, Science, and Technology, and Frederick W. Schieck, Deputy Assistant Administrator of AID for Policy Planning. All right.
