SEC. 3. For the purpose of voting, no person shall be deemed to have gained a residence by reason of his presence, or lost it by reason of his absence, while employed in the service of the State or of the United States; nor while engaged in the navigation of waters of the State or of the United States, or on the high seas; nor while a student of any seminary of learning; nor while kept in any almshouse or other asylum; nor while confined in any public prison. ARTICLE III.

SECTION 1. The legislative power shall be vested in a senate and assembly. Any elector shall be eligible to the office of senator and member of assembly.

SEC. 2. The State shall be divided into thirty-two senate districts, each of which shall choose one senator; and the term of Term, four years. office shall be four years.
