Ever since the establishment of the Courts of Marine Inquiry
the preparation of this work, and, after many delays through the time I had planned to devote to it being taken up with more urgent matters, have only now been able to complete it. I had hoped that someone else would have undertaken the task, but the limited circle to which the book will appeal has probably acted as a deterrent.
If this little book serves the purpose for which it is intended, I shall be more than repaid for the labour spent
