Second Annual Convention

California Bar Association

SACRAMENTO, NOVEMBER 13, 14 AND 15, 1911.

FIRST SESSION.

10 o'clock a. m., Monday, November 13th, 1911. The Second Annual Meeting of the California Bar Association was called to order at 10 o'clock a. m. by President Lynn Helm of the Association.

The President: Gentlemen of the California Bar Association: We have assembled today, as has been announced, for our Second Annual Session. I understand that Mr. Hatfield, of Sacramento, desires to make a motion before we proceed with the regular order of business.

APPOINTMENT OF NOMINATING COMMITTEE.

Mr. L. T. Hatfield, of Sacramento: Mr. President, in view of the small attendance here this morning, and the irregularity of the trains, which very largely accounts for such small attendance, I move that we proceed with the program to the extent of appointing a Nominating Committee and receiving the reports of the committees that are to be received at this session, in accordance with the program, and that we then adjourn until half past two this afternoon, at which time the regular order as presented by the program may be resumed. Mr. Henry J. Stevens, of Los Angeles: motion. The motion was put by the chair and unanimously carried. The President: The first business before the meeting is the appointment of a Nominating Committee. This is done in accordance with the provision of our by-laws, and there are three members to be selected, one from each of the Appellate Districts of the State.

I second that

Mr. Hatfield: How many members of the Nominating Committee are there, Mr. President, do I understand? The President: Three; one from each district.

Mr. Hatfield: of Sacramento, be named as the member of the Nominating Committee from the Third District.

I will move that Mr. Charles B. Harris,

Mr. Force Parker, of Los Angeles: And I desire to place in nomination as a member from the Second District Mr. Henry J. Stevens.

Mr. Henry J. Stevens: And as a member of that committee from the First District, I place in nomination Mr. Frank H. Short.

The Chairman: Are there any other nominations for the office of member of the Nominating Committee?

On motion duly seconded, the nominations were declared closed, and the President announced as the three members of the Nominating Committee Mr. Frank H. Short, of Fresno, member from the First District; Mr. Henry J. Stevens, of Los Angeles, member from the Second District; and Mr. Charles B. Harris, of Sacramento, member from the Third District.

The President: We will now listen to the report of the Legislative Council, if there is a report.

The Secretary: I have received no report as yet from the Legislative Council, Mr. President.

REPORTS OF SECRETARY AND TREASURER.

The President: We will pass that for the time being and if at any time during the meeting that council is ready to make a report, we will receive the report. Next in order is the report of the Secretary.

The report of the Secretary, Thomas W. Robinson, of Los Angeles, was read by the Secretary.

The President: Gentlemen, what will you do with the report of your Secretary?

Mr. Hatfield: I move that the report be received and placed on file.

Mr. Force Parker: I second the motion, Mr. President. The motion was put and unanimously prevailed.

The President: We will now listen to the report of the Treasurer, Mr. H. C. Wyckoff, of Watsonville.

The report of Mr. H. C. Wyckoff, Treasurer of the Association, was read by him.

The President: What is your pleasure as to the Treas urer's report, gentlemen?

Mr. Force Parker: I move that it be received and placed on file.

The President: If I may suggest, I think it should perhaps be referred to the Finance Committee to be audited. Mr. Parker: The motion may be considered as put in that form.

Mr. Frederic C. Woodward, of Stanford University: I second the motion.

The motion carried unanimously.

REPORT OF EXECUTIVE COMMITTEE.

The President: The report of the Executive Committee is next in order. The chairman of the Executive Committee is not present, referring now to Mr. Warren Olney Jr., of San Francisco. The only member of that committee whom I see present is Mr. Emil Pohli, of San Francisco, whom I will call upon to read the report.

Mr. Emil Pohli, of San Francisco: I will read the report, Mr. President, but before doing so, with your permission, I would like to move that the delegates of all bar associations who have been accredited to this convention, but who are not constituent members of the Association under the constitution and by-laws, shall nevertheless be admitted as delegates to the convention in regular order.

Mr. Charles B. Harris: I second that motion.

The motion was put and passed unanimously.

The President: Mr. Pohli will now read to the convention the report of the Executive Committee.

The report of the Executive Committee was read by Mr. Emil Pohli.
