It will be observed from this table that for the Departments of State and Justice and the Judiciary, and the Departments of Commerce and Labor, appropriations totaling $129,908,366.14 were made for the fiscal year 1931. The estimates submitted for the fiscal year 1932 are $138,150,960.34. The committee recommends for the next fiscal year a total for the four departments of $135,789,668.34. This is a gross increase of $5,881,302.20 over the current year and a decrease of $2,361,292 under the Budget estimates.

These figures are exclusive of the permanent and indefinite appropriations which occur annually and for which no annual congressional action is necessary. These are as follows: Department of State, $141,233; Department of Commerce, $3,000; and Department of Labor, $9,000.

In connection with the net reduction of $993,462.80 in appropriations for the State Department under the 1931 total, attention should be drawn to the fact that the gross reduction for the department under 1931 is in excess of $1,300,000 on account of nonrecurring items and the decrease in foreign service building funds. The difference between these two figures is accounted for by a number of moderate increases distributed throughout the various funds for the department.

The Department of Justice appropriations show a net increase over 1931 appropriations of $5,843,279. There were, however, in the 1931 totals nonrecurring items amounting to approximately $2,285,000, which if deducted makes the actual increase of 1932 over 1931, slightly in excess of $8,000,000, the detail of which is found elsewhere in this report.

The Department of Commerce appropriations for 1932 show a net reduction under the fiscal year 1931 of $577,544, which is more apparent than real. In the 1931 appropriations are nonrecurring items, including $2,226,420 decrease on account of the Ffteenth Census, which aggregate approximately $3,600,000. Eliminating these from consideration there are increases in the funds for other purposes which total somewhat in excess of $3,000,000, the enumeration of which will be found in detail later in this report.

A detailed tabulation will be found at the end of this report showing each appropriation for the fiscal year 1931, the Budget estimates for 1932, the amounts recommended in the bill for 1932, and the increase or decrease in each item of appropriation and estimate as compared with the amount recommended in the bill.

SALARY INCREASES

The Budget estimates for the four departments contained the following sums, distributed over the various items, as the first year's increment under the 3-year program for increases in salaries in the so-called underaverage grades: State Department. $10,860; Department of Justice, $296,700; Department of Commerce, $219,600; Department of Labor, $104,840; a total of $632,000. This amount the committee has not allowed, following the practice established in the appropriation bills which have already been reported to and passed by the House.

The bill contains the amounts for salary increases made necessary by the act of July 3, 1930 (Brookhart Act), distributed where necessary under the various appropriation paragraphs. The total amount for each of the four departments is as follows: State Department $7,440, Department of Justice $163,914, Department of Commerce $147,311, Department of Labor $19,880; in all, $338,545.

There is recommended for the Department of State for the fiscal year 1932, exclusive of permanent appropriations, a total of $16,681,326.34. The appropriations under which the department is now operating amount to $17,674,789.14. The amount recommended for the next fiscal year is a decrease of $993,462.80 under this figure, and & decrease of $908,747 under the Budget estimates.
