The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 16110) making appropriations for the Departments of States and Justice and for the Judiciary, and for the Departments of Commerce and Labor, for the fiscal year ending June 30, 1932, and for other purposes, having met, after full and free conference have agreed to recommend and do recommend to their respective Houses as follows:

That the House recede from its disagreement to the amendments of the Senate numbered 3, 4, 5, 6, 7, 8, and 147, and agree to the same. Amendment numbered 1:

That the House recede from its disagreement to the amendment of the Senate numbered 1, and agree to the same with an amendment as follows:

In lieu of the matter inserted by said amendment insert the following: $1,960,588; in all, $1,985,588; and the Senate agree to the same.

In lieu of the matter inserted by said amendment insert the following: $2,000,000; and on page 14 of the bill, in line 2, after the word "expended" insert the following: Provided, That in expending appropriations for the foregoing purposes obligations shall not be incurred which will require expenditures in excess of the total of $10,000,000 now authorized by law; and the Senate agree to the same.
