INDEPENDENT AGENCIES The independent agencies reported a total of 375,109 paid civilian employees, a net increase of 9,088 since January 1, 1966. The overall increase or decrease in each Federal agency for calendar year 1966 is reflected in the table below. LEGISLATIVE AND JUDICIAL BRANCHES As of January 1, 1967, the following designated components reported a total 26,825 employees in the legislative branch, and 6,189 in the judicial branch. EMPLOYEES OUTSIDE THE UNITED STATES Departments and agencies are requested to submit the number of employees engaged in carrying on Federal activities in foreign countries indicating the number of such employees who are American citizens, and those who are nationals of other countries. A recapitulation of employees engaged in overseas activities follows: CONTRACT EMPLOYEES OUTSIDE THE UNITED STATES Data furnished to the committee reflects a net increase of 1,522 contract employees outside the United States. The figures in the following table apply only to foreign nationals and do not include American citizens under contract for personal services either at home or abroad. There were two executive branch agencies and seven commissions and boards of review created, and four agencies terminated during calendar year 1966. REORGANIZATION PLANS Reorganization Plan No. 1 of 1966.-Transferred the functions of the Community Relations Service, established in the Department of Commerce under title X of the Civil Rights Act of 1964, to the Attorney General, and transferred the Service, including the Office of the Director, to the Department of Justice. Plan became effective April 21, 1966. Reorganization Plan No. 2 of 1966.-Transferred the Federal Water Pollution Control Administration, created by the Water Quality Act of 1965, from the Department of Health, Education, and Welfare to the Department of the Interior. Plan became effective May 9, 1966. Reorganization Plan No. 3 of 1966.-Facilitated the reorganization of the Public Health Service of the Department of Health, Education, and Welfare. Plan became effective June 24, 1966. Reorganization Plan No. 4 of 1966.-Transferred all functions relating to the National Zoological Park still remaining in officials of the government of the District of Columbia to the Smithsonian Institution. The functions transferred by this plan relate to the preparation of plans and specifications for the construction of buildings and bridges in the park, and centralizes authority and responsibility for the zoo in one agency. Plan became effective August 23, 1966. Reorganization Plan No. 5 of 1966.-Abolished the National Capital Regional Planning Council, whose duties are now to be performed by the regional planning staff of the Metropolitan Washington Council of Governments, a non-Federal body receiving Federal grants-inaid. Plan became effective September 8, 1966. Section II REORGANIZATIONS: EXECUTIVE DEPARTMENTS DEPARTMENT OF AGRICULTURE DEPARTMENTAL STAFF OFFICES A program evaluation staff was established in the Office of Personnel and the Divisions of Employee Development and Safety and Welfare were combined. These changes were made to facilitate the accomplishment of objectives and to deal more effectively with demands placed on the Office. The Office of Management Improvement was established on July 28, 1966, in lieu of the Office of Management Appraisal and Systems Development. This change followed through on the President's request that every agency explore and apply all possible means for using computers to do a better job at the lowest possible cost. At the same time, the paperwork management activities of the Department were transferred to the Office of Management Improvement from the Office of Plant and Operations. OFFICE OF THE SECRETARY A planning, evaluation, and programing staff was formally established in the Office of the Secretary on February 11, 1966, to install and carry out an integrated Planning-Programing-Budgeting System |
