EXTRACTS OF THE LAW OF 1902.

a. No person shall, for compensation, gain or reward, received or expected, treat, operate or prescribe for any injury, deformity, ailment, or disease, actual or imaginary, of another person, nor practice surgery or midwifery, until he has obtained a certificate of registration, and then only in the kind or branch of practice stated in said certificate.

b. No person shall obtain a certificate of registration until he has passed a satisfactory examination before one of the examining committees appointed for the purpose, nor until he has filed duplicate certificates signed by a majority of said examining committee, stating that they have found him qualified to practice either medicine, surgery or midwifery, nor until he has filed duplicate statements subscribed and sworn to by him upon blanks furnished, giving his name, age, place of birth and present residence, stating of what medical college he is a graduate, and the date of such graduation, together with such other information as shall be required. No person shall be eligible to said examination until he presents to the committee, by whom he is to be examined, satisfactory evidence that he has received a diploma from some legally incorporated medical college. Any person passing such examination and filing said certificates and statements shall receive from the State Board of Health, upon payment of two dollars, a certificate of registration, which shall state that the person named has been found qualified so to practice.

C. An applicant rejected by an examining committee shall not be eligible to reexamination until after the expiration of four months.

I.

Examinations will be held on the second Tuesday of March, July and November, at the City Hall, New Haven, beginning at 9.30 A. M., and lasting two days, closing at 4.30 P. M. of the second day.

2.

Examinations will be conducted in writing in the English language.

3. Examinations for general practice consist of ten questions in each of the following branches:

1. Anatomy. 2. Surgery. 3. Materia Medica, including Therapeutics. 4. Practice, including Pathology and Diagnosis. 5. Obstetrics, including Gynecology. 6. Physiology. 7. Medical Chemistry and Hygiene.

4. In order to be admitted to practice, the applicant must obtain a general average of seventy-five per cent. In no branch shall his percentage be less than sixty, and in practice, obstetrics and surgery the minimum requirement will be sixty-five per cent.

5. Examination fee fifteen dollars, payable in advance on the first day of examination. 6. Candidates once rejected must pay full fee on another trial.

7. All candidates must be graduates of some reputable medical college and must present their diplomas (or a certificate from the Dean of the Medical College) for inspection, to the Secretary of the Committee at the opening of the session. Those having Bachelor's degrees in arts or sciences will please so specify.

8. Candidates must make formal application to the secretary at least five days before the date of the examination.

9. Questions used at some former examinations will be found in the yearly Proceedings of the Connecticut Medical Society- the Board is unable to supply copies.

It is unlawful to practice in the state while waiting for the examination.

Commitment of Insane.

GENERAL STATUTES, CHAPTER 163.

Court of Probate may order Insane taken to Hospital.

SECTION 2742. When any pauper in any town shall be insane a selectman of such town may apply to the Court of Probate for the district wherein said pauper resides for his commitment to the State Hospital for the Insane, and said Court shall appoint two respectable physicians who shall fully investigate the facts of the case and report to said Court; and if such physicians shall report that said pauper is insane, the Court may order a selectman or some proper officer forthwith to take such pauper to the hospital, where he shall be kept and supported so long as may be requisite, and two dollars per week of the expense of his support shall be paid by the town whose selectman applies for said commitment, and the balance by the State; and when an indigent person not a pauper is insane, application may be made by any person in his behalf to the Court of Probate for the district where he resides, who shall appoint two respectable physicians and a selectman of the town where said indigent person resides, who shall fully investigate the facts and report to said Court, which, if satisfied that such person is indigent and insane, shall order him to be taken by the person making the application, or such other person as it may direct, to the hospital, where he shall be kept and supported as long as may be requisite, and two dollars per week of the expense of his support shall be paid by the person making the application, and the balance by the State. The word "support " in this section shall be construed to mean all necessary food, clothing, medicine and medical attendance. The selectman appointed by the Court to investigate the facts in the case of an indigent insane person shall include in his report to it his estimate of the value of the estate of such indigent insane person so far as he can ascertain the same, and the judge making the order of commitment shall note therein the amount of said estate so reported to him. All proceedings in the Court of Probate upon such applications shall be in writing, and lodged and kept in the registry of said Court; and whenever a Court shall pass an order for the admission of any pauper or indigent person to the hospital, it shall record the same and give a certified copy of said order and proceedings to the person by whom such pauper or indigent person is to be taken to the hospital, as the warrant for such taking and commitment, and shall also forthwith transmit a like copy to the Governor. In case the Court, to which application is made for the commitment of an insane pauper or insane indigent person, shall find that the Connecticut Hospital for the Insane is unable, because of an excess of patients, to accommodate the person to be committed, such Court may commit such person to such other asylum or hospital as the Court shall in its order mention by name and expressly find to be suitable. In case of a commitment to such other asylum or hospital, the amount to be paid by the State shall be determined by Section 2779, and the balance of the support of the person committed shall be paid by the town, or by the person making the application, as the case may be.

CHAPTER 165.

SECTION 2750. Whenever any insane female shall be committed to an Asylum for the Insane under the provisions of this title, the Court shall, unless such female is to be accompanied by a member of her own family, direct that at least one adult female shall accompany her.
