SIR: In accordance with the provisions of the act of December 28, 1922 (title 34, U. S. C., sec. 599), I have considered, ascertained, adjusted, and determined the following described claim, which accrued after April 6, 1917, on account of damage to privately owned property, where the amount of the claim does not exceed $3,000, caused by the negligence of a vessel of the United States.

This claim has been examined by the Judge Advocate General of the Navy, who has advised that it is a legal claim for submission under the act above referred to.

I, therefore, certify the amount found due the claimant, as set forth, to be a legal claim and recommend that it be submitted to the Congress for payment out of an appropriation that may be made therefor:

Damage to tug Henry Henjes, owned by the Henjes Marine, Inc., caused by a collision with the Navy tug Penobscot on July 31, 1942, in the New York Navy Yard.

The total amount claimed and allowed is $1,691.

Payment should be made to the Henjes Marine, Inc., care of Purdy & Lamb, attorneys, 80 Broad Street, New York City.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Treasury Department for the fiscal year 1944, amounting to $4,500,000.

The details of this estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Treasury Department for the fiscal year 1944, amounting to $4,500,000, as follows:

PROCUREMENT DIVISION

Federal property utilization: For necessary expenses of the Procurement Division in connection with the transportation, handling, warehousing, safeguarding, rehabilitating, transferring to Government agencies, and otherwise disposing of supplies and equipment, including personal services in the District of Columbia and elsewhere, stationery (not to exceed $35,000), purchase (including exchange) of books of reference and periodicals, printing and binding (not to exceed $12,000), and advertising, fiscal year 1944 (act of December 20, 1928, 45 Stat. 1030-1031; Reorganization Act of 1933, 47 Stat. 1517; Executive Order 6166, June 10, 1933; First War Powers Act, 1941, 55 Stat. 838; Executive Order 9235, August 31, 1942)

$4,500,000

This estimate is required to enable the Procurement Division to accomplish an effective and orderly redistribution and utilization of surplus Federal property, and contemplates the transporting, handling, warehousing, safeguarding, rehabilitating, and disposing of surplus supplies and equipment either by transfer to Government agencies or otherwise.

The Procurement Division of the Treasury Department is making preparations throughout the United States to act promptly in the disposal of large quantities of material now being declared surplus. The value of material declared surplus in consequence of the liquidation of the Work Projects Administration may exceed $25,000,000, and indicated surpluses now available in the military and other governmental agencies will greatly augment the quantity of material which must be disposed of promptly and efficiently if the Government is to realize the maximum return in value and utility. The requested funds will permit the Procurement Division to prepare and maintain facilities throughout the country for the prompt redistribution or disposal of this property. These facilities are deemed necessary not only to meet current needs for the duration of the war, but should be in full operation to handle and dispose of surplus property in the post-war period.

The foregoing estimate of appropriation is required to meet contingencies which have arisen since the transmission of the Budget for the fiscal year 1944, and approval is recommended.

C. 266), a schedule of claims amounting to $738,176.55, allowed by the General Accounting Office, as covered by certificates of settlement the numbers of which are shown in the first column of said schedule under appropriations, the balances of which have been carried to the surplus fund under the provisions of section 5 of the act of June 20, 1874 (31 U. S. C. 713), and for the services of the several departments and independent offices.

The necessity for the appropriations asked is explained in the letter of the Director of the Bureau of the Budget, transmitted herewith, in whose comments and observations thereon I concur.
