To assure fitness and suitability of applicants being considered for employment in the Federal work force,
the Commission conducts various types of investigations. The investigations are made in accordance with pro-
visions of Executive orders, laws and regulations. Among these are E.0. 10450 relating to Security Require-
ments for Government Employment involving principally the conduct of National Agency Check and Inquiries re-
quired to be performed for all appointees in the executive branch of the Government, and E.0. 10422 covering
investigations of U.S. citizens employed or being considered for employment by international organizations.
Other types of personnel investigations are conducted as required by the veterans preference provision in
Title 5, U.S.C., E.0. 10988, and Civil Service rules and regulations. All the above-mentioned types of inves-
tigations require appropriated funds to conduct. The FY 1974 request reflects a decrease of $218,000 and 17
positions due to reduced workloads resulting from a declining level of Federal employment, and a decrease
of $82,000 and 6 positions for productivity savings.

In addition, for positions of a sensitive nature and critical importance from the standpoint of national
security, the Commission conducts full field investigations on a reimbursable basis. All agencies submit re-
quests for this service, except those which conduct their own investigations by special arrangement with the
Commission or by special legislation. In FY 1973 the Commission reached agreement with the Department of
Justice to handle certain investigative workloads previously conducted by the FBI. Based on this and the ex-
pected requirements of other customer agencies, an increase of $3,651,000 and 15 positions will be required in FY
1974 to cover an additional 6,450 reimbursable full field cases. Included in this amount are funds to annua-
lize 143 investigator personnel brought on in FY 1973 to handle the transfer of workloads.

The Commission improves personnel and management in the Federal service by (1) evaluating, on a nationwide basis, personnel management in Federal agencies; (2) conducting training programs to improve and expand the job-related capability and knowledge of Federal employees; (3) holding formal hearings and taking required action on discrimination complaints and classification and other types of appeals, as submitted by employees or agencies, to assure adherence to merit principles; (4) developing a Government-wide manpower information system; (5) serving as the focal point in improving labor-management relations in the Federal service; (6) enforcing restrictions on political activity participation as applied to civil service employees; and (7) assisting agencies in developing and improving employee occupational health programs.

Changes in requirements for these objectives in fiscal year 1974 are as follows:

A net increase of $28,000 and 2 positions is required to provide for the anticipated increase in EEO com-
plaints referred to the Commission. Additionally, an increase of $119,000 and 5 positions is needed for EEO
appeals hearings, processed by the Commission in a reimbursable basis for other Federal agencies.

An increase of $248,000 and 15 positions is required for the Federal Personnel Management Information System (FPMIS). In FY 1974, a total of $470,000 is needed to support the test phase of the FPMIS prototype which will be tested in three agencies. Since the developmental phase of the system will be completed in FY 1973 and represents a one-time cost ($222,000), the increase requested is a net amount needed to fund the test phase of the automated information system. The FPMIS, by providing statistical information on the Federal work force and expanding personnel management information, will materially assist Federal agencies in the decision making process and in the day-to-day management of personnel programs.

An increase of $126,000 and 8 positions in the Labor-Management Relations program is requested to foster the attitude that labor relations and the merit system are mutually supportive in the overall goal of improved personnel management. The increase requested for this program will strengthen technical advisory services to Federal agencies, and will provide expanded information and liaison services to agencies, unions, and the public.

An increase of $2,139,000 and 80 positions in the reimbursable Interagency Training program is estimated to cover the increase in training sessions and participants. No appropriated funds are requested for this program since income generated from the courses will cover costs incurred. Additional training courses will be offered only to the extent that demands require.
