"This appropriation provides for (1) establishment of efficient supply and property management practices throughout the Federal Government, (2) isproving management practices of the Federal Government pertaining to transportation and public utilities services, (3) protecting the Government's interest as a user of transportation and public utilities before Federal and State regulatory bodies, and (4) expenses of operating the worldwide supply system through which commercial-type commodities are sold to Government agencies and cost-type contractors from depot stocks, or by direct delivery from suppliers, whichever is more economical and meets the needs of the Government. Except for customer orders placed directly with suppliers under Federal supply schedule contracts, most of the purchases of commodities are financed initially from the general supply fund, subject to reimbursement by ordering agencies. Wherever economical and feasible, costs of commodities furnished directly from suppliers are paid directly from funds of the requisitioning agency without involving the general supply fund." The total comparable availability of $94,740,000 reflected for 1973 consists of (1) an appropriation of $93 million, (2) a proposed supplemental for wage board rate increases of $400,000, and (3) a net transfer into this account of $1,340,000. This net transfer of $1,340,000 is a result of the recent reorganization which transferred the transportation, motor equipment, and public utilities activities from the former Transportation and Communications Service to the Federal Supply Service (+$3,490,000), and (2) transferred the Government-wide automatic data processing function from the Federal Supply Service to the newly established Automated Data and Telecommunications Service (-$2,150,000).

The estimate of $99,753,000 for 1974 represents a net increase of $5,013,000 from the 1973 comparable availability of $94,740,000. The additional amount covers supply distribution activities including space and related costs ($722,000), revision of specifications and standards and logistics data ($482,000), a one-time in-depth study of Federal Supply organization, methods, etc. ($1,000,000), other program increases in connection with supply operations ($550,000), and payment of $2,259,000 to the Administrative Operations Fund for ADP programing and systems design support and for increased contract compliance.

The total volume of supply support through stores stock is estimated at $490 million for both 1973 and 1974.

In accordance with administration policy, the recently granted classified pay increases are to be absorbed within total appropriations currently available to GSA for fiscal year 1973. In addition, the appropriations requested in the President's Budget for 1974 do not reflect the impact of the full-year cost of these increases.

APPROPRIATION LANGUAGE

For expenses, not otherwise provided, necessary for supply distribution, (including contractual services incident to receiving, handling and shipping supply items), procurement, inspection, operation of the stores depot system (including contractual services incident to receiving, handling, and shipping warehouse items)/ standardization, transportation and public utility activities, and other supply management and related activities, as authorized by law, $93,000,000/ $99,753,000.

EXPLANATION OF PROPOSED CHANGES IN APPROPRIATION LANGUAGE

The underscored parenthetical phrase has been moved from its current position in the 1973 language to immediately follow the supply distribution function to which it pertains. In addition, the word "warehouse" in this phrase has been changed to "supply" to provide a more comprehensive definition. The other proposed changes in the language are in consonance with the recent organizational changes.

"Stocks of commercial-type commodities are received, warehoused, and issued on a worldwide basis to Federal agencies through a national supply distribution system consisting of both wholesale and retail distribution facilities. Stores stock sales will increase from $485.9 million in 1972 to an estimated $490 million in 1974." (From The Budget for 1974.)

The Distribution Operation subactivity is segmented into wholesale distribution and retail distribution elements. The wholesale operation reflects the volume of stores sales shipped from GSA Supply Distribution Facilities and the Fuel Yard, located in Washington, D.C. Retail operations reflect the dollar value of sales by self-service stores from a wide variety of commonly used administrative and office supplies, maintenance supplies, and standard forms. These self-service stores are
