Bailey, widow of Charles T. C. Taylor, of Mobile, Alabama, the sum of two thousand dollars as compensation for the loss of the steel barge Ora, while in service of the Government during the late war with Spain, on a voyage between Mobile, Alabama, and Santiago de Cuba, said loss having been caused by defective and insufficient towlines and the absence of any crew on board the barge to look after her safety, all of which occurred without any fault on the part of the owner of said barge, the said W.
