PREFACE TO THE REVISED EDITION.
The Secretary of State, on the 1st of February, 1871, transmitted these treaties to the Senate, with the following note:
DEPARTMENT OF STATE, Washington, February 1, 1871. Sir: In compliance with a resolution of the Senate of the 220 December, requesting the Secretary of State “ to prepare and transmit to the Senate copies of all the treaties and conventions (except postal conventions) entered into by the United States, the ratification whereof has been exchanged, with notes indicating such treaties or conventions, or such parts of treaties or conventions as have been changed or abrogated," I have the honor to transmit the accompanying copies of treaties and conventions as called for by said resolution. The following joint resolution, under which the work was printed, passed the two Houses of Congress :
IN THE SENATE OF THE UNITED STATES, February 20, 1871. Resolved by the Senate, (the House of Representatives concurring,) That there be printed the usual number of copies of “Treaties and Conventions" as reported to the Senate from the State Department, and in addition thereto one thousand copies for the use of the State Department, one thousand copies for the use of the Senate, and two thousand copies for the use of the House of Representatives.

IN THE HOUSE OF REPRESENTATIVES, March 1, 1871. Resolred, That the House concur in the foregoing resolution in relation to the printing of Treaties and Conventions. Attest:
EDWARD MCPHERSON, Clerk. It was intended that the notes and indices, as they appear in this edition, should have formed part of the entire edition ; but there was an unavoidable delay in the preparation, by means of which some incomplete copies have got into circulation.
These errors have been rectified in a large portion of the edition ordered by Congress for the Department of State, and the corrected copies are, for convenience, styled “Revised Edition” on the title-page, in order to distinguish them from the incomplete copies.
The English versions only are given in this collection. The Synoptical Index gives reference in all cases to the page and volume of the Statutes at Large, where may be found the version in other languages of such treaties as are subscribed in two or more languages.
