The committee met, pursuant to adjournment, at 10 o'clock, a. m., in the committee room, Capitol, Senator Hiram W. Johnson, presiding. Present: Senators Johnson (chairman), Jones, McNary, Vandenberg, Howell, Allen, Ransdell, Sheppard, Simmons, Stephens, Copeland, and Brock.

The CHAIRMAN. The committee will please come to order. This morning, at the instance of Senator Fletcher, who is ill, Senator Trammell, and the Florida congressional delegation, we are met to hear an item in respect to that State, which it is asserted will take a very brief period indeed, and we will be very glad to hear, in such order as you desire those present, Senator.

ST. LUCIE INLET, FLA.

STATEMENT OF HON. PARK TRAMMELL, SENATOR FROM THE STATE OF FLORIDA

Senator TRAMMELL. Mr. Chairman, this is an amendment which I offered for Senator Fletcher. It is an amendment on page 16, after line 16, providing for inserting the following:

The Secretary of War is hereby authorized to modify and proceed with the existing project adopted by the rivers and harbors act of March 4, 1913, for the improvement of Saint Lucie Inlet, Fla., in such manner as will best utilize the works of improvement heretofore made by local interests under permits issued by the War Department: Provided, That the amount authorized to be expended on the project shall not exceed the sum of $800,000 in addition to such amounts as have heretofore been expended, and to modify said provision in such manner as will best utilize the works of improvement heretofore made by local interests under permits issued by the War Department.

The amendment, more briefly, explains its purpose and its object than I could.

It is a project authorized, as stated, in 1913, but for which no very substantial appropriations have been made in the meantime.

Senator VANDENBERG. How much, for instance, has been done by the Federal Government since 1913?

Senator TRAMMELL. That will be covered, if the Senator does not mind, by gentlemen here representing that district.

Senator VANDENBERG. All right.

Senator JONES. What was the authorized amount of the original project?
